Indian ports are divided into two parts: Major ports (Under Central Government) and Non-Major ports (Under State Government). The ports in India serve as a mainstay for International Trade, EXIM, Cruise Shipping and the Coastal Shipping.

The ports play a vital role in the wide-ranging economic development of a nation. India is one of the fastest-growing and large economies in the world, with a GDP growth rate of 7% as of 2021. Approximately 95% of India’s merchandise trade is done using the sea ports.

India is one of the biggest peninsulas in the world with a coastline of 7800 km and equipped with 250 major and non-major ports.  Most of the contributions in the maritime sector come from the state of Maharashtra.

Maharashtra is favourably positioned on the world’s shipping routes with a coastline of approximately 780 km. Maritime transport in Maharashtra handles around 80% of India’s trading in value terms.

Maharashtra Maritime Development Policy was created to promote Maharashtra’s Port and Shipping Industry, the government has introduced various strategies, plans, fiscal and non-fiscal incentives for enterprises that Develop, Maintain and Operate Ports, Does Ship Building, Harbour Development and Promoting the Inland Waterways.

OBJECTIVES:

The objectives of the Maharashtra Maritime Development Policy are given below as follows:

  • To create Maharashtra as the main destination for the maritime trade and commercial activities.
  • Development of major ports and non-major ports and harbours for effective cargo development.
  • Utilise the enormous potential of the coastline for encouraging the trade and maritime industries.
  • To make sure that the entrepreneurial growth and industrial development is done in an impartial and responsible way.
  • Frame various policies leading to integrated development of the coastline of Maharashtra.

To be an active effective talented responsible, and broadminded to position Maharashtra as a leading state in maritime activities in the Indian Subcontinent.

MISSION:

Accelerate the integrated development of Maharashtra State, by enhancing the business friendly environment and doing the port conservation through the innovative policies and port regulatory systems.

WHY MAHARASHTRA NEEDS MARITIME POLICY?

The Maharashtra Maritime Development Policy was presented in the year 1996 and revised in the year 2000, 2002 and 2010.Some of the major reasons as Maharashtra required a restructured Maritime Development policy was due to definite reasons like:

  • It is the largest state in India, in terms of Compound Annual Growth Rate (CAGR) and Gross Domestic Product (GDP) growth of 16% between 2010 to 2021 reaching INR 50 Trillion, which is a record in itself.
  • They contribute 20% to India’s National Income at the prevailing rates.
  • Second largest state in India, with the geographical area of approximately 3, 14 Lakh square kilometres.
  • Key cargos handled at the ports in Maharashtra are Automobile, Engineering Goods Iron Ore, Coal, Electronic, Textiles, Handlooms, and Petroleum Products.
  • The Government boosted the aspiring Sagarmala Programme in March 2017, with the idea of port development and evolution of logistics oriented industries. Under Sagarmala Programme, $153 billion is invested across 450 projects across the recognised modules.
  • The top export oriented nations are the US, France, Korea, Saudi Arabia, Russia, Australia, UK, Germany, Japan, Singapore, UAE, Iran and others.
  • According to the Indian Ports Association (IPA) data, Maharashtra’s top 46 ports saw a significant drop in cargo traffic between April 2020 and February 2021 to 600 million tonnes due to the Covid-19 Pandemic, which decimated the world.
  • There are 46 minor and major ports in the state and the Cargo traffic at major ports dropped by 10% from 701 million tonnes to 548 million tonnes.

FEATURES OF MAHARASHTRA MARITIME DEVELOPMENT POLICY:

The Maharashtra Maritime Development Policy has been amended many times since 1996 and the features of this policy are given below as follows:

  • Ensuring the fairness and transparency in rewarding the maritime projects in Maharashtra.
  • Promoting the infrastructure of Maharashtra State and showcasing it to the world.
  • Harmonising the Industrial and Maritime Development in a logical method.
  • Creating policies for Ports, Jetty, Inland Waterways, Coastal Shipping, Economic Zones and Other Maritime Projects.
  • 100% exemption for the payment of the electricity duty will be awarded on the consumption of the electricity during the construction stage of the projects.
  • Well connected through national highways, airports and railways for effective movement in Maharashtra.
  • Foreseeing the land acquisition and establishment of the shipbuilding parks in Maharashtra State.
  • 100% exemption on the stamp duty for all the documents relating to several processes like the Expansion of Shipyards, Maintenance, Superior Rail Road Connectivity, Water Supply, Power Supply, Logistics, Telecommunications and others.
  • Encouraging use of solar and other renewable energy sources like the Wind and Water to produce 400 Mega Watt Energy through related equipment, in order to save INR 34 Crores in a year.
  • Concessions in the field of VAT (Value Added Taxes), Stamp Duties, Electric Duties, Power Tariffs and the Port Taxes for projects in Maharashtra.
  • Encouraging the process of syncing the Road and Rail Links, Inland Waterways and Doing the Coastal Shipping in a systematic manner.
  • The port connectivity programmes will be done through government organisations like the Railway Development, Public Works Department and the Konkan Railways, also known as the life line of Western Ghats.
  • The Maharashtra Maritime Development Policy is revolving around the concept of Public-Private Partnerships (PPP).
  • Effective and unrelenting use of the natural resources and integrate the ocean related undertakings to augment the employment potential and the Gross Value Additions.

  • Applicant must fill the online form “Registration of Vessel for Maritime Services” in the citizen login section of the website.
  • Keep the entire above mentioned document and take scanned copies of the entire above mentioned document in pdf format and upload into the website.
  • After submitting the application, the user will get the reference slip or the system generated number.
