The Chief Ministers Employment Generation Program (CMEGP) is the vigorous program introduced by the Government of Maharashtra under the active leadership of the Chief Minister Mr. Uddhav Thackeray to offer employment to the weaker and other segments of the society. Let’s analyse the scheme in a detailed fashion.

ELIGIBILITYOF CMEGP:

The major benchmarks to be a part of the Chief Ministers Employment Generation Program (CMEGP) in Maharashtra are as follows:

  • Persons living in Maharashtra above 18 years of age.
  • Should have cleared 8th standard as the basic education.
  • Candidate must be interested in self-employment and must turn into a job giver rather than being a job taker.
  • Assistance is offered for the new MSE, (Micro, Small Enterprises) and projects in Maharashtra limited to INR 50 Lakhs.
  • Any person trying to become eligible by manipulating the cost of the project or establishments will not be entertained.
  • Candidate must not take benefit from any other state governments; otherwise he/she will get disqualified.

FEATURES OF CMEGP:

Chief Ministers Employment Generation Program (CMEGP) in Maharashtra comes with remarkable features given below as follows:

  • This program covers the Agro-Based, Service Based and the manufacturing segments in Maharashtra.
  • There is no income ceiling under this scheme.
  • Under the CMEGP, the financial assistance offered by the bank is from 60% to 75%. The bank loans are offered through the Nationalised Bank, Private Banks, and Scheduled Banks ofMaharashtra State.
  • The main bank’s offering the assistance under the Chief Ministers Employment Generation Program (CMEGP) is the HDFC, YES Bank, ICICI Bank and Corporation Bank.
  • To develop 60 new Industrial parks at the District levels to satisfy the ever increasing demand of the people of Maharashtra State.
  • Encouraging the institution like the Self Help groups, Trusts, and Individual entrepreneurs to launch and promote other enterprises using the CMEGP.
  • Government of Maharashtra will love to set up 1 Lakh units in the coming years as part of the Make in India program.
  • Importance is also given to develop the E-vehicle based units, Single brand service units, Mobile service ventures and other firms with the investment up to INR 10 Lakhs.
  • Bank will give the loan to the applicant and the contribution towards the project is between 5% to 10% as per the rules mentioned in the category of beneficiaries.
  • Only one person per family can relish the benefits of the Chief Ministers Employment Generation Program.
  • For the Agro Based Industries and the Service Oriented Industries the maximum cost available is limited to 20% of the overhaul cost of the project.
  • The working capital for such projects is limited to 30% of the total project costs.
  • Women applicants will enjoy 30% of the total budget allocations.
  • SC/ST Applicants will have reservation of 20% in the total budget allocations.
  • Differently-abled aspirants can get 3% as per the rules mentioned in the scheme as per the government order dated 24/02/2019 in the total yearly budget.

TRAINING DURATION OF CMEGP:

After getting selected, the applicant will be given 2 Weeks to undergo Entrepreneurship Development Program (EDP), Skill Development Program (SDP) and other modes of training as per the norms of Department of Industries, Government of Maharashtra.

DOCUMENT TO BE FURNISHED IN CMEGP:

To sign upfor the Chief Ministers Employment Generation Program (CMEGP) in Maharashtra, the hopeful aspirant needs to furnish some documents given below as follows:

  • Recommendation letter of financial institution.
  • Source of finance.
  • Nativity Certificate.
  • Birth Certificate attested by the Gazetted officer.
  • Caste certificate attested by the Gazetted officer.
  • Physically Handicapped Certificate attested by the Gazetted officer.
  • Project report attested by the Gazetted officer.
  • Application forms correctly signed by applicant.
  • Estimate certificate from Electrical Engineer.
  • Balance sheet of last 3 years comprising the profit and loss statements.
  • Attested photocopies of the invoices, bills and property.
  • New Investment Proofs.
  • Xerox Copy of the Voter ID, Passport, Ration Card, Driving License of the applicant.
  • Consumer card of MSEDCL (Maharashtra State Electricity Distribution Company Limited) with last 3 months electricity bills.
  • Self-attested copy of invoices with proof of payments.

PROCEDURE FOR APPLYING FOR CMEGP:

There are set of procedures to be followed while registering for the Chief Ministers Employment Generation Program (CMEGP) in Maharashtra, given below as follows:

  • Applicant must apply for the CMEGP using the website https://maha-cmegp.gov.in/homepage.
  • Physical submission of the application will not be entertained under any conditions under this scheme.
  • A committee set up under the Chairmanship of General Manager, DIC (District Industries Centers) will monitor the applications and shortlist eligible applicants.
  • The list of eligible applicants will be scrutinised by the DLTFC, (District Level Task Force Committee) headed by District Magistrate, Deputy Commissioner, District Collector and the details will be forwarded by head of the DLTSC, to the bank for further processing.
  • Bank will examine the proposal and sanction it taking into account the financial and technical aspect of the process, as per the standards issued by RBI (Reserve Bank of India) from time to time.
  • Bank will accumulate all the documents of the applicant and upload them into the website and along with summary report and the sanction letter.
  • After the applicant is cleared to be part of the Chief Ministers Employment Generation Program (CMEGP), it will notify applicant to undergo the Entrepreneurship Development Program (EDP) for the period of 14 days.
  • Applicant, who has already undergone training of EDP in the past, need not apply towards getting the same training.
  • After completing the EDP training, the bank will upload the EDP Training completion certificate, along with the margin amount. The margin amount claim is allowed, after distributing the first instalment of the loan equal to Margin Money.
  • After receiving the application, examining the forms, DLTFC, (District Level Task Force Committee) Approvals, loan sanctions, the GM of the DIC, validate the summary report within 3 working days and forward the complete details to CMEGP Head office Department of Industries, for sanctioning money.
  • CMEGP will scrutinise all the application forms along with summary reports and get it sanctioned. The approved margin money is forwarded to the Nodal Officer (CMEGP), Corporation Bank Mumbai for forwarding the details to the respective bank branch. The Corporation Bank, Mumbai will dispense the Margin Money to other banks immediately and inform with reports to CMEGP Head Office.
  • Margin Money is kept in the account of the applicant as Term Deposit Receipt (TDR) for 3 years. These TDR will not have any interest and banks will not charge any interest on the loans. After completing 3 years, and having timely repayment schedules, the margin money will be adjusted in the applicant loan account after confirmation from General Manager.
