The Government of Andhra Pradesh works with Individuals, farmers, artisans, open-minded commercial establishments, to generate their business, and project Andhra Pradesh to the rest of India and world.

Andhra Pradesh is the 1st state in India to publicise an Act No.18 (2011), The Andhra Pradesh Land Licenced Act, 2011, to offer loan and other facilities eligibility card to the farmers and people in other business, empowering them to access credit from the financial institutions and claim assistance.

At the official level, the YsrSunnaVaddiPantaRunalu Scheme was introduced on 20 Nov 2020. Our programs help risk-averse financial institutions to develop worthwhile products and services for the agricultural and business sector. At the SME level, we work across the value chain with input and service providers, transporters and others. It is also known as the Zero Interest Loan Scheme.

Financial institutions are cautious to engage the people in agricultural sector due to the perception of high risk in getting the amount they give to the applicant. To address this challenge, the Government of Andhra Pradesh works with local institutions and consumers to strengthen the full ecosystem for agricultural and business finance under the Ysr Sunna Vaddi Panta Runalu Scheme with zero rate of interest.

Agriculture and Industries is the governing segment of our economy and credit plays an important role in improving agriculture and industrial production, output, and mitigating the suffering of the people employed in these sectors. The Government of Andhra Pradesh using the YsrSunnaVaddiPantaRunalu Scheme along with other contributions offers good credit, since it is important for establishing justifiable and cost-effective systems.

For a long time, the major source of agricultural and industrial credit was traditional and private moneylenders. But this source of credit was inadequate, highly expensive and exploitative in nature.People lost the faith in the above mentioned form of money lending as it was very ruthless and not user friendly.

To restrict this, the Government of Andhra Pradesh using the Ysr Sunna VaddiPanta Runalu Scheme formed a multi-agency methodology involving the Cooperatives, Commercial Banks and Regional Rural Banks, to deliver inexpensive, appropriate and suitable credit to people in agriculture and industry in Andhra Pradesh.

OBJECTIVES:

  • To offer the loans to farmers, and other self-help group, including people willing to set up small business.
  • Offering loans at Zero Rate of Interest.
  • It focuses on Women’s development as the main component.
  • To play a vital role in prompting the growth in the Self Help Groups.
  • Reduce the financial burden.
  • Will benefit over 80lakhsingle and married women’s in Andhra Pradesh and make them independent personally and financally.

ELIGIBILITY BENCHMARKS:

The Government of Andhra Pradesh using the YsrSunnaVaddiPantaRunalu Schemehas set eligibility parameters. They are:

  • Applicant must be resident of the Andhra Pradesh state.
  • Resident of the state and must be below the poverty line (BPL).
  • Applicant must be above 21 years.
  • Applicant must be part of the Self Help Group.
  • Must have an active bank account.
  • Only women living in Andhra Pradesh can apply.
  • Loans already taken under the NPA (Non-Performing Assets) are not eligible under the YsrSunnaVaddiPantaRunalu Scheme.

Various strategies has been adopted by the by the Government of Andhra Pradesh to achieve the targets. They are given below as follows:

  • The government will sanction various bank loans before the start of the crop seasons.
  • Government will sanction the crop loans rigorously following the financial protocols decided by the District Level Technical Committee (DLTC).
  • Giving the loan eligibility cards Loan Eligibility Cards (LEC)to suitable applicants under the Joint Liability Groups.
  • Wide publicity is given in social media and leading newspapers to avail the loans, nature of finances, cut-off date and payment criterions under this scheme.
  • Revenue Department will renew the loan eligibility cards and other cards, and issue some fresh Loan Eligibility Cards (LEC) to the Land licensed farmers.
  • Financial institutions will participate in the Farmers exhibitions, Mela or meet and conduct the awareness programmes and consultations to create awareness among the people.
  • Sanctioning the loan to people on the machinery to get rid of the labour issues in Andhra Pradesh.
