YSR NETHANNA NESTHAM SCHEME

Andhra Pradesh is well-known for its hand-woven clothes since ancient times as great empires have ruled this territory. The weavers of the state have acquaintance in manufacturing the supreme hand woven saris having gorgeous look, and they even produce dress-materials that have gentle and unique designs.

The handloom saris of Andhra Pradesh are well known around the world for their rich 'palloos'. The borders of the saris are decorated with thread work and mostly these threads are made of either silver or gold. Government of Andhra Pradeshhas introduced the “YsrNethannaNestham Scheme” to ensureamazing service to revitalise the lives of weavers in the state.

Mostly these handloom works are christened in Andhra Pradesh after the place where these are made. Some of the noticeable handloom saris are Madhavaram, Pochampally, VenkatagirI, Chirala, Bandarulanka, Mangalagiri and Uppanda saris.

These famous looms have their discrete style of weaving, discrete fabric and style of work on the fabric. Most of these handlooms produce fabric woven with natural silk and cotton. In the recent past, the weavers have know-how in producing fabrics which is a fine combination of natural silk and cotton and began to be named as 'Cotton Silk' or 'Sico'.

OBJECTIVES:

  • Offer financial assistance to the handloom weavers and make them self-reliant.
  • To embolden support to the weavers establishment in Andhra Pradesh and encourage them to achieve success.
  • Procure the yarn from spinning mills and supply them to weavers at reasonable prices.
  • Generating employment prospects for 4 lakh weavers in the state.
  • Develop the handloom industry on a commercial basis and generate revenue to make them prosperous and independent.

ELIGIBILITY NORMS:

The procedures for a weaver in Andhra Pradesh to become the member of the “Ysr Nethanna Nestham Scheme” are as follows:

  • The aspirant must be born and raised in Andhra Pradesh.
  • Applicant must be above 18 years.
  • The person must be handloom weaver by profession for 3 years.
  • Aspirant must be a member of the APCO (Andhra Pradesh State Handloom Weavers Co-operative Society) recognised by the government of Andhra Pradesh.
  • The person must be living below the poverty line.
  • Only one member from a single family can apply for this scheme, multiple entries are not encouraged.

FEATURES OF THE YSR NETHANNA NESTHAM SCHEME:

Some of the striking features of the “Ysr Nethanna Nestham Scheme” are given below as follows:

  • Financial help will be offered on a yearly basis by the government.
  • Government will give the financial assistance of INR 24,000 per year to the handloom weavers.
  • It is operational since 2019.
  • Weavers must have their own looms and own business within the state of Andhra Pradesh.
  • Amount will be directly transferred to the bank accounts of the respective weavers.
  • Next five years the weaver will receive INR 1.2 Lakhs to overcome their financial issues in instalments.
  • Weavers suffering due to increase in the price of the raw silk will definitely get special attention under this scheme.
  • Old dues and other financial constraints will be taken up on case to case basis.
  • We propose to bring in the families of the weavers or the head of the weaving family who committed suicide in the year 2018 onwards.
  • Targeting vital weaving hubs like Pulivendula, Dharmavaram, Anantapura and others in Andhra Pradesh and make them self-reliant.
  • Saving the weavers from the debt trap and avoidingsuicides in the state.
  • It targets the entire village in the state and brings them at par with the urban areas.
  • Financial assistance will be given to the weavers whose name is included in the beneficiary list issued by the government.
  • Creation of more than 2 Lakh jobs in the handloom industry in Andhra Pradesh catering to Scheduled Tribes, Scheduled Caste and Backward Communities.
  • Helping the upcoming weavers to establish new units and give all support.

DOCUMENTS TO BE SUBMITTED:

To become the member of the “YsrNethannaNestham Scheme”, you need to submit some documents like:

  • Copy of Aadhar.
  • Copy of Pan Card.
  • Caste Certificatecertified by the Gazetted officer.
  • Nativity Certificate verified by the Gazetted officer.
  • Birth Certificate substantiated by the Gazetted officer.
  • Copy of Voter Id, Driving Licensecertified by the Gazetted officer.
  • Annual Income Certificate.
  • Copy of Ration card, Passportconfirmed by the Gazetted officer.
  • Xerox copy of the statement of the bank accounts.
  • Below Poverty Line (BPL) Certificate attested by the Gazetted Officer.
  • Registration certificate issued by the concerned handloom association the weaver is associated.
  • Certificate from the agency where weaver underwent training.

PROCEDURE FOR APPLYING:

  • You need to go to the local Grama Panchayats and submit all the documents.
  • The technical review committee will analyse the documents and give reply within 7 business days.
  • Pending documents must be submitted within 7 business days.
  • You must visit the official website of the government https://navasakam.ap.gov.in
  • Click on apply now tab and it opens up a new screen.
  • Fill all the information on the website like the Name, Age, Fathers Name, Husbands Name, Sex, Marital Status Like Single or Married, Gender, Caste, Sub caste, Religion, Aadhar Card, Pan Card, Scanned Copies of all the related documents and submit them.
  • You will need to check the beneficiary link to know about the details of the beneficiary of the “Ysr Nethanna Nestham Scheme”.
  • After submitting all the above mentioned documents, you must wait for some time for showing your name on the beneficiary list.
  • Once available in the beneficiary list, you are permitted to take the maximum benefits available under the “Ysr Nethanna Nestham Scheme”.
  • If the name is not available then please visit the Grama Panchayat office and check your name.

  • Ans: Log on to www.navasakam.ap.gov.in
  • Click on login button.
  • Click on forgot password.
  • Enter the User Id and click on option Send OTP.
  • OTP will be sent to registered mobile number.
  • Enter OTP, and reset the password, and confirm password.
  • Enter the captcha and submit it.
  • You will receive the password change message.
  • Close all windows and log in again.

  1. What to do if your village is not getting displayed in the website?

Ans: You need to wait for the documents to get approved and still if the village is not getting displayed, then shoot email to info@ysrnavasakam.in.Make sure that village is mapped on to the website to get maximum benefits.

Ans: You need to go to the download tab of the website and you get all the documents.

  1. How do the officials of the department of Handloom and Textiles do the audit check?

            Ans: The officials of the Handloom and Textile industry will visit the Grama Panchayats and wards in their village to complete the list of eligible members under the “Ysr Nethanna Nestham Scheme”.  They will display the recipients offline and online under this scheme for audit purposes.

  1. How the training will be structured under the “Ysr Nethanna Nestham Scheme?

            Ans: Suitable training will be given to the District Level Officers of the respective villages on quality check and procedures for handlooms. DLO along with technical team will visit the villages and train weavers improve the quality of work. Supervisors and other department officials of the handloom department will                         check the quality of training offered.
