YSR NAVODAYAM SCHEME

Andhra Pradesh, also known as the rice bowl of India, is located in the south-eastern part of the subcontinent. It is circumscribed by the Indian state of Tamilnadu to the south, Karnataka to the west and southwest, Telangana to the north and northwest and in the northeast we find Odisha, bordering this state.

The state draws its name from the Andhra people, who have settled in the area since ancient times and developed their own culture and language, Telugu. Andhra Pradesh came into being in 1956 as a result of the demand of the people of Andhra for a separate state.

Although it is chiefly agricultural, the state has been the epicentre of mining activity and witnessed momentous growth in the field of commerce and trade and industries.

The eastern boundary is a 970-km coastline along the Bay of Bengal. Telangana was a region within Andhra Pradesh for six decades, but in 2014 it was carved off to form a separate state for administrative reasons. The capital of Andhra Pradesh will be Hyderabad till 2nd June 2024 and Amaravathi is going to be the proposed capital and Vishakapatnam is the commercial capital.

If you look very closely, majority of MSME in Andhra Pradesh, are in to Trade and Commerce, Food Processing, Services, Minerals, Building Materials, Drugs and Pharmaceuticals and other invented resources.

The Government of Andhra Pradesh launched the “YSR Navodayam Scheme” on Oct 18, 2019 by the Chief Minister Y.S. Jagan Mohan Reddy.  It is a One-Time Restructuring Scheme (OTR)introduced by the Government of Andhra Pradesh to boost the sick and upcoming Micro Small and Medium Enterprises (MSME) in the state.

OBJECTIVES:

The objectives of the YSR Navodayam Scheme are:

  • It helps in creating a new environment for the MSME to make sure that all of them are covered under the YSR Navodayam Scheme for the One-Time Restructuring (OTR).
  • It assists the existing and sick MSME units in Andhra Pradesh to generate good business and employment for the state.

ELIGIBILITY:

There are certain eligible criteria’s for the people to become the member of the YSR Navodayam Scheme and it is given below as follows:

  • Applicants must be born in the state of Andhra Pradesh.
  • The applicant must be living below the poverty line.
  • The applicant must have cleared tenth standard.
  • The applicant must be above 18 years of age.
  • The applicant must possess income certificate and submit them.
  • The applicant must have BPL card, Aadhar and Pan Card.
  • The applicant should be in the line of business for at least 3 years and should know the business activities inside out.
  • Applicant must have bank account in the state of Andhra Pradesh.
  • Interestingly weavers and other small business enterprises other than alcohol and cigarette companies are given importance.

FEATURES:

YSR Navodayam Scheme has amazing features, given below as follows:

  • The Government of Andhra Pradesh will encourage and give all assistance to sick and upcoming MSME’s.
  • Regularly conduct meeting every month in the concerned district with MSME entrepreneurs in Andhra Pradesh.
  • 4000 Crores has been allocated for one-time restructuring of all the sick and upcoming MSME (Micro Small and Medium Industries) in the state of Andhra Pradesh.
  • This scheme will offer the assistance to around 91,000 MSME present in the state.
  • Special and organised drives will be conducted by the District Coordination Committee (DCC) and the DIPC (District Industries Promotion Committee) in the state to boost the MSME.
  • Government will make sure that MSME will not turn into the Non Performance Assets or NPA.
  • The government will offer 50% of the reservation to SC, ST and other minority communities in the Corporations, Societies, Trust, and Market Yards nominated by the Government.
  • The government offers to give 200 units of electricity totally free, for any upcoming or existing MSME.
  • The Commissioner of Industries of the Government of Andhra Pradesh makes sure that the “YSR Navodayam Scheme” is taking all the sick and new industrial accounts before 31stMarch 2020.
  • All the awareness about this scheme is done by distributing the pamphlets through electronic media and print mediums.
  • The Government of Andhra Pradesh decided to assist MSME, due to the trouble faced by the MSME in raising working capital, challenges in implementing the technological innovations, and eliminating the competition from bigger sectors, especially the large multinational and branded companies.
  • Government will support the reimbursement for MSME preparing the TEV (Techno Economic Viability) report, for MSME not exceeding INR 2, 00,000per account of the Auditor’s fees.

METHOD OF REIMBURSING THE AUDITORS FEE:

You must attach the following documents, in order to get the reimbursement of the Auditors Fee under the YSR Navodayam Scheme of the Government of Andhra Pradesh. They are as follows:

  • Details of bank with One Time Restructuring details.
  • Name of the authorised person.
  • Name of the unit.
  • Account details like the bank IFSC codes/Account number and others.
  • Original receipt of the audit fees signed by the bank and General Manager of the District Industries Centre (DIC).
  • Details of the District Level Committee (DLC) accepting the applications and approving the release of amount.
  • Access will be given in the form of login Ids to the online website, which will be given to General Manager, District Industries Centre, and the District Collector to make sure that the reimbursement is done fast.
  • Wait for the amount to get reimbursed.

METHOD FOR CLAIMING SANCTIONED/UNRELEASED INCENTIVES:

There are numerous techniques to claim the sanctioned and unreleased incentives under the “YSR Navodayam Scheme” of the Government of Andhra Pradesh.

They are given below as follows:

  • The online application form has to be submitted as per the prescribed formats.
  • Document relating to the asset classifications, like the Good quality/Inferior/Loss of Assets.
  • Date when the asset is classified as Non Productive Assets.
  • Statement of Accounts including the balance sheet.
  • Details of the accounts like the Name of the entrepreneur, Name of the unit, Name of the branch, Account Number and IFSC code, Branch Code, to be enclosed for smooth transfer of incentives.
  • Minutes of the District Level Committee approving the release of various incentives to the concerned beneficiary.
  • Meetings will be conducted in all the districts, sector specific enterprises, and bringing out the concerns and addressing them in a logical manner.

DOCUMENTS FOR THE YSR NAVODAYAM SCHEME:

There are documents required for registration to be carried out under the “YSR Navodayam Scheme” of the Government of Andhra Pradesh.

Some of the specifics of these documents are given below as follows:

  • Residential Proofs like Ration card, Aadhar Card, Residential Certificate from Tahisildar.
  • Copy of birth certificate verified by the Gazetted Officer.
  • Caste Certificate.
  • Quotations of the Machinery and the Equipment’s.
  • Copy of transfer certificate verified by the Gazetted Officer.
  • Legal documents of the Company.
  • Copy of Diploma/Degree Certificates.
  • Registration Documents attested by the Gazetted Officer.
  • Age Proof document.
  • Nativity Certificates.
  • Project report with cash flow statements.
  • Certificate for differently abled, ex-serviceman and others.
  • Bank Accounts and the passbook details attested by the Gazetted Officer.
  • Income certificate attested by the Gazetted Officer.
  • Affidavit of the notary if any major change has been done like the name change and others.

MEANS TO APPLY UNDER YSR NAVODAYAM SCHEME:

  • You need to logon to the website.
  • https://www.apindustries.gov.in/APIndus/Default.aspx
  • Click on the link YSR NAVODAYAM.
  • Entrepreneur needs to login “YSR Navodayam” using SDP user ID and Password.
  • Incase User doesn’t have account/Login in SDP portal, kindly register Single desk Portal (SDP).
  • Enter all the basic details like Name, Age, Date of Birth, Pan Number, Loan Details, Investment Details and others.
  • Click on the submit button and unique OTR (One Time Restructuring) ID is created.
