The Government of Andhra Pradesh has launched various schemes to uplift the lives of people like farmers, carpenters, artisans, and especially the SC/ST community.The Government of Andhra Pradeshproposes to offer the finest in the field of infrastructure, skilled labour, superior helping hand to offer the industry friendly environment at par with the national and international standards.

It is known as the “YSR JAGANANNA BADUGU VIKASAM SCHEME” a unique incentive scheme for the entrepreneurs belonging to the SC/ST and other backward castes including the women willing to set up the manufacturing, services under the Industrial policy dated 10.08.2020.             It was launched by the Chief Minister Mr.Y.S. Jagan Mohan Reddy in memory of his father, Mr. Y.S. Rajashekhara Reddy.

VISION:

To build a society wherein members of the target groups namely Scheduled Castes (SCs), Scheduled Tribes (STs) and other Backward Classes (OBCs), can lead productive, safe and honourable lives, with all their elementary needs being rewarded, and where equal opportunities are guaranteed for the progress and growth for SCs, OBCs and adequate support and opportunities.

MISSION:

To create value for life of each of the Scheduled Caste and Scheduled Tribe families in the state in equivalence with the rest of society through augmenting their earning capacity by providing all possible developmental support for chasing supportable livelihood, defending their natural inhabitants and self-pride.

COVERAGE:

The “Ysr Jagananna Badugu Vikasam Scheme”is the scheme introduced in order to protect the interest of the SC/ST in the state of Andhra Pradesh and make them self-reliant in the field of Manufacturing, Retail, Automobile, Pharmacy, Food Processing and Textile Segments.

OBJECTIVES:

The major objectives of the “YsrJagananna Badugu Vikasam Scheme” are given below as follows:

  • To offer credits to the SC/ST and other backward classes about the investment and production process in Andhra Pradesh.
  • Encourage the development of processing units in Andhra Pradesh.
  • Act as a platform to undertake the training of skilled employees and conducting orientation camps to promote the growth and development of backward caste.          
  • Organise the setting up of the new SC/ST units wherever necessary.
  • Marketing the agricultural produce, minor forest produce and finished goods.
  • Guide and supervise the ST/SC societies and motivate them.
  • Educate the members in enhancing industrial production by using modern techniques, using imported expertise and encouraging the development of the cottage and small scale industries.
  • Serving as nucleus of the distribution of the market behaviour.
  • Offer the financial assistance to the people of this group, based on their performance relating to the establishment of the company, rather than taking securities.
  • Undertaking the training for these section of the society and boost their chances of employment.
  • Act as the agents of the Government and public bodies, registered and making sure that the benefits reach these classes of people making them independent.
  • Undertake the awareness programmes to protect and promote the welfare of the SC/ST and other backward classes of the society.
  • Enhance the training of the unskilled and skilled labourers in consultation with other concerned people.
  • Help this section of people in Andhra Pradesh to construct the Sheds, Warehouses, Storerooms and business establishment.

FEATURES:

The major feature of the “YsrJaganannaBaduguVikasam Scheme” is given below as follows:

  • It helps in creating more entrepreneurs in the state of Andhra Pradesh and making them job givers rather than job takers.
  • SC and ST entrepreneurs setting up the manufacturing units will get the investment subsidy of 45 per cent with a cap of 1 Crores.
  • For the transport and the service segment units, the subsidy amount has been capped at INR 75 lakhs, as per the policy documents.
  • The interest shown by the entrepreneurs under the YsrJaganannaBaduguVikasam Scheme is very paltry and hence this scheme will boost the morale of these sections of people.
  • 50 Paisaupsurge in the compensation of the power units and a monstrous 20% increase in the investment subsidy and the rise of 10% subsidy in the field of Micro, Small and Medium Enterprises (MSME) are the foremost features of the separate policy for the SC and the ST.
  • Plots are allocated under this scheme to the SC and ST entrepreneurs on lease basis for the period of 10 years.
  • The party must take possession of the land within 2 years’ time and start the construction of the buildings.
  • 35% of the rebate on the cost of land, subject to a maximum of INR 10 lakhs will be given to the ST and SC parties, on the land cost excluding the frontage charges and initial costs.
  • Party must make 25% of the cost of the land as required from 90 days from the date of the provisional allotment letter of the land.
  • Interest will be charged from 91st day of the receipt of the provisional letter.
  • After making 25% of the land cost, the final allotment letter will be issued within 4 days of the payments.
  • The provisional letter, final allotment letter and the lease agreement including the sale deed will be communicated individually.
  • The land area must be the converted one and after the conversion, the sale deed will be executed and registered in the name of the party.
  • In the existing Industrial Parks, the reservation period is 3 years and after 3 years the allotment of land to ST and SC entrepreneurs, is made out on priority basis, till the above           required percentage. It is 16% to SC entrepreneurs and 6% to the ST entrepreneurs is reached in the present scenario.
  • A freeze period of 2 years, estimated from the date of execution of Lease Deeds/Lease Agreements is permitted after the payment of remaining 75% of the land costs.
  • If the party, signatory to the agreement, wish to exclude the payment of the cost of the land before the given time frame for conversion to the outright sale, then project must have been implemented and the unit must be in production for the period of 7 years.

The documents required for enrolling the member into the Ysr Jagananna Badugu Vikasam Scheme are given below as follows:

  • Nativity Certificate.
  • Attested copy of Aadhar and Pan Card.
  • Voter Id, Passport, Ration card, and Driving License copy signed by the gazetted officer of the government.
  • Certificate of Tools, Machinery and Accessories.
  • Project report attested.
  • Certificate showing source of finance.
  • Birth Certificate attested by Gazetted officer.
  • Caste certificate attested.
  • No Objection Certificate of the Bank.
  • Attested copies of property, invoices, and bills.
  • Certificate from the certified research institute about the new ideas and the technology incorporated.
  • Valuation certificate of the Civil engineer.
  • Valuation certificate of the Electrical engineer.

SANCTIONING AUTHORITY:

The General Manager and the District Level Officer of the District Industries centre will be the authorising power.The applicant has to submit the form to the District Level Committee along with relevant documents. The authority will scrutinise all the documents and verify them. If any information is not found, they will ask applicant to attach the relevant document mentioned in their correspondence within 7 business days.
