Urban Infrastructure Development Scheme For Small And Medium Towns (Uidssmt)

Maharashtra urbanising movement holds noteworthy consumer market potential and investment but also creates challenges like pollution, rising crime levels, influx of people from other states and overcrowding. Urban economic activities are reliant on infrastructure like the Water Supply, Telecom, Roads, Power, Railways, Drainage, Communication Network, Housing, Parks, Community Centres, Logistics, Mass transportation, along with the public infrastructure like the Solid Waste Management and offering sanitation.
Population patterns for Maharashtra show that there will be a noteworthy increase in the youth population over the next 20 years. It is one of the nations in the world where youth plays a leading role in the growth and development of the nation. Cities with adequate amenities and infrastructure can prove influential to harness the strength of a growing urban population in Maharashtra.
Government of Maharashtra has introduced the UIDSSMT (Urban Infrastructure Development Scheme for Small and Medium Towns) to enhance the growth of creating small towns in the state on a large scale. Availability of funds for provision of such infrastructure is not a major hurdle in the provision of urban infrastructure. The urban local authorities however lack the skills required in development of projects and raising finance from financial institutions and the capital market.
The urban local authorities have the potential for doing the capital investment but their capability in growing income and refining the efficiency of providing urban infrastructure is limited. No mechanism exists for serving the urban local authorities in overcoming their problems and inspiring them to have the capacity for greater capital investment in the state.
NATURE OF PROBLEM:
As per the survey done by many leading media groups, Indian urbanisation is very slow compared to nations like Brazil, Mexico, USA, Australia and others. More than 60% of the people in Maharashtra are still lacking the basic components like clean water, good roads and power facilities. Unfortunately 80 constituencies out of the 460 constituencies in Maharashtra only are called urban.
OBJECTIVES:
- It gives prominence to rise of small towns and cities in Maharashtra to prevent the rise of the slums and backward areas.
- It stresses to have an enhanced infrastructural capability and quality of services by utilising private/public partnerships.
- This scheme makes the difference to the lives of the people and promotes their welfare.
ELIGIBILITY:
Any slum or backward areas of the state of Maharashtra is perfect for coming under the UIDSSMT (Urban Infrastructure Development Scheme for Small and Medium Towns).
FEATURES:
The features of the UIDSSMT (Urban Infrastructure Development Scheme for Small and Medium Towns) are given below as follows:
- This scheme enhances the growth of power and telecommunication network in the state.
- Making sure about the land availability for implementation of the projects.
- This enhances the growth and development of various health and educational institutions.
- Increase the green cover in various towns and cities in Maharashtra by 16% in 5 years.
- Doing the survey, preparing estimate and doing the aerial photography of the selected location under this scheme.
- Widening of the narrow streets and bad roads in the state to give a changed outlook.
- Developing basic infrastructure like the Parks, Community Halls, Shopping Complex, Party Halls, Primary Health Care Centres, Playgrounds, Theatres, Bus Stops, Hospitals, Parking Spaces, Railway Stations, and the roads.
- Shifting of the industrial units from inner areas of the towns to the outer areas to boost the growth and development.
- Provide sanitation facilities to the selected area and create awareness.
- Encourage the construction of the canals and bunds to facilitate the movement of the water to far flung areas of the state.
- Development of towns like Nanded, Latur, Bhandara, Ghondiya, Akola, Dhule, Shirdi, Aurangabad, Satara and others to be done on priority basis.
- Encouraging the setting up of Working Women’s Hostel, OId Age Homes, Children’s Homes, Destitute Homes, Night shelters and Community Toilets.
- Having mandatory reforms to increase the system of E-Governance, Property tax collection on a regular basis to enhance economic growth.
- Gathering and treating of the solid waste from the streets, factories and from the hospitals.
- Renewal and renovation of the rural slum areas into beautiful towns.
- Providing the streetlight and drainage facilities to far flung areas of the state and makes it accessible to the people.
- Redevelopment of the inner areas and old areas of the towns and cities to boost the infrastructure.
- Setting up of the desalination plants to boost the growth of the towns in Maharashtra.
- Construction of Expressways, Highways, and Upgrading the Existing Roads along with the border areas of the state to enhance the mobility.
- Sanctioning various projects on a fast track to complete work with tight deadlines.
- Monitoring various projects and implementing the reforms introduced by the Government of Maharashtra on these projects with immediate effect.
- Construction and improvement of the drains and storm water drains in the state to reduce problems during monsoons.
- Furnishing all the account details of the physical and financial reports to the Ministry of Urban Development for audit checks.
- Review of the projects in house and outsourced to third party on a regular basis to make sure work is done on a faster track.
ORGANISATIONAL SET UP OF UIDSSMT:
The Government of Maharashtra has set up the State Level Steering Committee (SLSC), headed by the Chief Minister and created the Mumbai Metropolitan Region Development Authority for effective coordinating between various committees including the Urban Local Bodies under UIDSSMT. There are two committees namely the State Level Steering Committee and the State Level Nodal Agency.
The State Level Steering Committee will do tasks like:
- Coordinate the activities of the sanctioned projects.
- Meet four times in a year to discuss the concerns and give feedbacks.
- Review the progress of various projects and give guidance.
- Analyse the Detailed Project Reports prepared regarding the project.
- Reporting the progress of the work to the Ministry of Urban Development.
The State Level Nodal Agency will do various tasks like:
- Managing and distributing the funds as per the guidelines of the government.
- Monitoring the reforms of government and observing the infrastructure projects with top priority.
- Analysing the physical and monetary growth of the sanctioned work and report to the Ministry of Urban Development.
- Meet four times in a year to supervise the extent of the work done and discussing the area of concerns and improvements.
- Furnishing all the account information of the sanctioned project to the auditing team for compliance purposes.

- Building the Nagpur-Mumbai Super Highway under the Sammrudhi Corridor.
- Constructions of Storm Water drain at Kolapur Road in Sangli.
- Setting up Multi Modal Corridor from Alibaug to Virar Expressway consisting of 8 lanes for vehicles and buses.
- Establishing the Nava Sheva Mumbai harbour link facility.
- Doubling the line of Panvel---Rail Routes and Pen-Roha routes.
- Completing the Nagpur and Kolhapur Metro rail projects.
- Doubling the Kalmuna—Godhana, Kalyan-Bhausawal-Jalgaon and the Wardha—Sewagram—Nagpur lines to enhance the development.
- Construction of Cargo Hub Airport at Nagpur.
- Mumbai-Delhi Industrial Corridor.
- Creating the Ahmednagar—Vaijnath, Baramathi—Lonand, Belapur—Uran, and the Nanded—Wardha, Versova—Ghatkopar, Chembur—Vadala—Jacob Circle rail link to boost connectivity.
- Developing the major port at Vadhavan.
- Setting up the Biotechnology parks at Jalna and Hinjewadi (Pune).
- Starting Ro Ro (Roll On and Roll Off) trains and ships for lifting and dropping the cargo and goods and starting the Ro Pax (Roll on Passenger) that means ships means for picking up and dropping the passengers.
- Offering the By-Pass roads connectivity to all Taluka Headquarters in Maharashtra.
- Construction of the Jamner Road from Railway Bridge to Bhausawal.
- Development of Garden and Public Parks at Bapat Mala Sangli.
