Telangana State Industrial Policy

Telangana was created in June 2014 with Hyderabad as its capital city, with its rich cultural and industrial heritage the state was formed as a result of the fragmentation of former Andhra Pradesh state. Industrialisation will be the crucial strategy followed by economic progress and expansion for Telangana, the 29th State of the country.

INITIAL STEP OF THE TELANGANA INDUSTRIAL POLICY
The Telangana State Industrial Project Approval and the Self Certification System (TS—IPASS) Act of 2014 played a major role in the creation of the Telangana Industrial Policy in 2015. Telangana is the first state in India that created Industrial Policies, immediately, after the partition in 2014, and made sure that every project is completed within a stipulated time frame. This event was carried out in the presence of top industrialists, CEO, CRO, Chairman, and CPO’s of various Indian/Multinational Companies in Telangana. This gathering stressed on the rise of the graft free and the trouble free networks in the state of Telangana.
Telangana will maintain an investor friendly environment and the state government of Telangana under the splendid leadership of the honourable Chief Minister Mr.KalavakuntalaChandrashekharaRao, has initiated various steps to ensure the comfort of doing business in the state, doing numerous reforms in Industrial Policy, labour laws, and achieve all-round development of the state.

- To generate an environment for a comprehensive, stable and supportable development of the Industries in the state of Telangana.
- This policy gives the investors the right to get permission and execution for their projects within an agreed time-limit.
- To make Telangana the number one Industrial hub of India and make the state financially strong.
FEATURES OF THE TELANGANA INDUSTRIAL POLICY:
The Government of Telangana has launched Telangana Industrial Policy and it comes with features given below as follows:
- Remove the hurdles in land acquisition and create an amicable environment to develop the business.
- We offer the ultimate facilities in the arena of Infrastructure, Logistics, Transportation, Financial, Automation Technology, Artificial Intelligence, Communications and other exciting Offers.
- We assist in organising many Fairs, Trade Expo events, Exhibitions, Shows, Awareness Campaigns in the state to boost the economic growth and development of the state of Telangana.

- The common effluent water treatment plant is established under this scheme to clean-up impure water and use it towards productive usage.

- Strict disciplinary action will be taken against the officials of the Government of Telangana if they violate the conditions of the Telangana Industrial Policy.

ELIGIBILITY:
The Telangana Industrial Policy is an encouraging scheme for the entrepreneurs eager to establish the business in Telagana. The eligibility conditions are given below as follows:
- Industrial establishment’s set up within the limits of Greater Hyderabad, Industrial Estates, commencing the industrial production after 01/01/2015.
- New Industrial enterprises set up with new machinery and equipment’s are eligible under this scheme.
- Any business establishments, carrying out the business other than making Explosives, Beedees, Opium Related Products, and Drugs like Ganjaa, Hasheesh, and Poisons are exempted from the Telangana Industrial Policy.
- Business enterprises in the field of Pharmacy, Hand-Sanitizers, and Oxygen gas manufacturing will be given top priority due to the onslaught of COVID-19.
- In case of the Industrial Groups that obtained incentives/concessions whose management is not able to track the Enterprise/Industry and resolute to lease out to other management within the first 6 years in respect of Micro and Small Enterprises and 10 years in respect of Medium Enterprises and Large industries/Mega Projects from the date of Commercial Production must obtain the No Objection Certificate (NOC) from the financing institutes of aided Enterprise/industry before getting the authorisation of State Level Committee.
- Industrial companies producing the Iron and Steel, Coils, Strips, Slabs or Alloy Steels, Steel Billets, Slabs are given primary importance as they generate huge employment situations.
- The New Enterprise should be in a detached building, must maintain separate books of accounts and the project should be evaluated independently by financial institution as a sustainable project.
- The Micro and Small Enterprise new or taking up expansion should not register themselves in other schemes of the Government of Telangana.
- The new industrial units can be established anywhere other than areas like Sanathnagar, Azamabad, Kattedan, and Baradari.
- New Industrial Enterprise/business setup with second hand machinery is eligible except where the price of such machinery does not surpass 25% of the total cost of plant and machinery.
- The Public and Private Limited Companies seeking merger is eligible under this scheme.
- Particulars of the preparation of the business organisations like Office Area, Sheds, Warehouses, Parking Area, Generator, Fire Fighting Systems, Tanks, Canteen, Outhouses, Gates, Wiring and Cabling, Conference Rooms, Water Treatment Facilities, Compound Walls, and the Production Areas must be furnished.

SPECIAL INCENTIVES:
The Government of Telangana is devoted to encourage the process of industrialisation by creating the Telangana Industrial Policy and offering numerous types of incentives to the upcoming entrepreneurs. We also promise an entrepreneur-friendly/graft-free government of distributing the incentives.
They guarantee that the incentives will be released on time, and directed to the bank account. There will be an online application system, where in one can fill all the details and hit the submit button.
There will be amended incentive packages for Physically Handicapped, Scheduled Castes, Scheduled Tribes, and Women Entrepreneurs. Mega Projects with an investment of over Rs.200 crores in Plant and Machinery or employment above 1500 persons will receive customised incentives in addition to standard category industry incentives. The special incentives introduced by the Government of Telangana are:

MAJORINDUSTRIALCORRIDORS
The Government of Telangana will take up the development of industrial corridors on roadways connecting Hyderabad to Warangal on a priority basis. Subsequently, other corridors will also be recognised on similar lines and exhaustive studies will be conducted to make the Master Plan for each corridor.
Eventually, each major city located in district of the State will be connected by high speed road and rail network. The major industrial corridors that will be developed will be:

- Aadhar-Card/Voter-ID/Pan-Card/Driving-License.
- Email address of members.
- Mobile Number of members.
- Photos of all members and the governing council.
- Official Address proof like Electric bills/Gas bills/Passport details.
- Bank Account details of the members and management.
- For Industries above INR 200 Crore, it takes 30 days to process.
- For Industries below INR 200 Crore, it takes 60 days to process.
