VISION of SKKY scheme:
To make the state of Karnataka the epicentre of the Agro,Textile and Garment, Biotech, Heavy Engineering, Manufacturing, Automobile, Aerospace, Biotechnology, Engineering, and the Food Processing plants.
MISSION of SKKY scheme:
Benefit the youth to attain necessary skills and expertise to increase their employability and to undertake the functions of regulation, standardisation, promotion, execution and observingall skill development enterprises in the state.
OBJECTIVES of SKKY scheme:
The objectives of the Suvarna Kayaka Kaushaly abhivruddhi Yojane (SKKY) are given below as follows:
- To enhance the investment of more than INR 6 Lakhs in Karnataka.
- To reach first position in the field of exports in the next 5 years.
- Make the Karnataka labour force a force to reckon with in all segments.
- To have a higher growth rate of 11% in the field of Industrial growth.
- Offer the powerful eco systems and have superior technology, to encourage adoption and great innovations.
- Improving the livelihood of the people is the core issue for launching the Suvarna Kayaka Kaushalyabhivruddhi Yojane.
- Promote supportable, composed and all-encompassing industrial growth.
- Reduce the gap between the demand and the supply of the labour force.
FEATURES of of SKKY scheme:
The features of the Suvarna Kayaka Kaushalyabhivruddhi Yojane (SKKY) are:
- Training will be offered at the government recognised Vocational training centre catering to Industrial and Private Establishments.
- Form strategic tie-ups for the emergence of Karnataka as the Knowledge and R&D Hub.
- Emphasis on growth and elevation of the MSME Sector.
- Maximum of INR 10 Lakhs per unit is sanctioned by the government.
- Display Karnataka as the “Industrial unit of the Future”- Industry 4.0.
- Attract private investment in development of Integrated / Multi / Sectorial Industrial Parks, Plants and Factories.
- Create an atmosphere to augment comfort of doing business.
- Promote the rise and development of the Tier II/Tier III cities as the engines of economic growth.
- Ideal for rural projects and unemployed youths in Karnataka.
- This encourages new and existing units in Karnataka.
ELIGIBILITY CRITERIAS:
The major eligibility criteria of the Suvarna Kayaka Kaushalyabhivruddhi Yojane (SKKY) are given below as follows:
- Person born and living in Karnataka above 21 years.
- Age above 21 years and less than 35 years.
- Must be from rural areas/remote places within Karnataka.
- 45 years for special category of people like PH, SC/ST/OBC/Ex-servicemen and Women.
- One loan and assistance for a member in a family only.
- No income limit is set.
- For existing units present and new one going to be established in Karnataka.
DOCUMENTS TO BE ENCLOSED IN REPLICA:
The documents to be furnished to the beneficiaries under the Suvarna Kayaka Kaushalyabhivruddhi Yojane (SKKY) are as follows:
- Application with recent passport size photo (4 Photos).
- Age proof using the Aadhar Card.
- Educational Qualification documents like the Matriculation, Degree Diploma Certificate.
- Rural Certificates.
- Nativity Certificate.
- Project Reports.
- Caste Certificates for SC/ST/OBC.
- Physically Handicapped Certificates.
- Ex-Servicemen Certificates.
- Voter ID.
- Permission from the Gram Panchayats.
- PAN Card.
- Bank Passbook Copy.
- Details of machineries and equipment are purchased.
THOUGHT-PROVOKING ANALYSIS ABOUT THE SUVARNA KAYAKA KAUSHALYABHIVRUDDHI YOJANE (SKKY)
An expert committee was established to scrutinise the Suvarna Kayaka Kaushalyabhivruddhi Yojane (SKKY) and they came up with interesting observations after touring remote and rural areas in Karnataka.
They are given below as follows:
- Very less beneficiaries came under the scheme because of dearth of knowledge and breakdown in the communication network.
- It is also observed that 90% of the beneficiaries utilised the loan and assistance given towards, purchasing machinery and some towards only acquiring the raw materials.
- It was found that asset creation was high compared to the utilisation of the loan capital.
- Only 10% of the total beneficiaries felt that loan under the Suvarna Kayaka Kaushalyabhivruddhi Yojane (SKKY) is adequate.
- Interestingly 26% beneficiaries felt that they have been benefited technically, 56% expressed that they have been benefited financially, where as 18% expressed view that they have been facilitated financially and technically and this needs to be addressed.
- Duration of the loan clearance and assistance level is changing and varying over the years, which is unacceptable by all means.
- People under the Suvarna Kayaka Kaushalyabhivruddhi Yojane (SKKY) were unaware of the loan repayment techniques, as they believed it is a great privilegeconferred upon them by the Karnataka Government.
As per the survey conducted by the government and its associated agencies, the number of youth getting vocational training projected at 1.88 Crores. There are two groups of people, educated and non-educated people in Karnataka state. The non-educated people in Karnataka will consist of illiterate people, school dropouts, young homemakers (women) and young men (18 years to 25 years).
OPINION OF THE BENEFICIARIES:
The views of the recipients under Suvarna Kayaka Kaushalyabhivruddhi Yojane (SKKY) are given below as follows:
- Not able to do justice to their work.
- Restricted in doing the job due to lack of sufficient funds.
- Increased costs forcing workers from purchasing sufficient raw materials.
- Due to higher interest rates, they are not able to expand their activities.
- May force them migrate to other states and cities in other states in search of better avenues for survival.
- Regular communication about the schemes must be done.
- Not able to get any profits out of their line of business.
PROFOUND EFFECT OF THE SUVARNA KAYAKA KAUSHALYABHIVRUDDHI YOJANE (SKKY):
- Most of the assets (Tools and Equipment’s) are made by using the amounts in their respective line of business.
- Reduce the migration patterns from rural to urban Karnataka in search of better avenues.
- Part of the loan is used to purchase the raw materials for their line of business.
- Due to this scheme, the people like Tailors, Artisans, Carpenters, Welders, and Goldsmithshave stopped taking loans from traditional moneylenders at higher rates.
- Most of the recipients say they have been able to purchase TV, Radio, Mobiles, due to change in lifestyle, and in few cases, they have funds to repair their existing houses.
- Helped in getting rid of the menace of unemployment and improve employment scenario in Karnataka.
PROCEDURE FOR APPLYING:
The procedures for applying towards the Suvarna Kayaka Kaushalyabhivruddhi Yojane (SKKY) are given below as follows:
- KVIB (Karnataka Khadi and Village Industries Board) will invite the applications from the unemployed youths and first generation entrepreneurs.
- The application form is filled up with all the relevant documents and submitted to the District Industries Centre.
- First generation entrepreneurs can submit their application for establishment of manufacturing units in Karnataka to the DIC.
- DIC (District Industries Centre) and KVIB will verify the application and sanction the loans, power, land and other activities.
- DIC and KVIB will jointly monitor the project and make sure it is done within stipulated time frame.
