REASONS FOR POOR PUBLIC HEALTH CARE SECTOR PERFORMANCE
There are innumerable reasons for the worst performance delivered by the Hospital and the Health care facilities in the Public Segments given below as follows:
- Lack of accountability and responsiveness to the public.
- Maintain neutrality between the financial assistance and the commitments.
- A rigid work structure by the Health Care Centres in Madhya Pradesh.
- Lack of effective feedback mechanism and the complaint solving system leading to harassment in the minds of patients and relatives of the patients.
- Too much political interference in the working of the Primary and Secondary Health Care Centres.
- Providing more focus on welfare of the staff rather than offering quality treatment to the patients in the state of Madhya Pradesh.
- Lack of effective management abilities.
- No inspection done by the senior management towards understanding the plight of the patients.
- Doctors having no training in PHM (Public Healthcare Management) are brought in to these Hospitals.
- No flexibility in the hands of the Junior Officers and Senior Officers to allocate the funds and mobilise the resources during contingency situations.
- Lot of vacancies in the Primary Health Care Centres leading to confusion.
- Presence of Dayees, or informal nurses having no professional training in the advanced Health Care Services leading to chaos.
- Little or no attendance in thePrimary and Secondary Health Care Centres in Madhya Pradesh leading to confusion.
- Little or zero community participations as only the concerned Gram Panchayat Office aregoverning the working of the Primary Health Care Centres.
- Services for patients not available round the clock leading to dangerous situations.
- Zero penalties for the Hospital Staff failing to attend to the duty in the Health Care Centres.
FEATURES OF THE RAJYA BEEMARI SAHAYATHA NIDHI YOJANA
The features of the Rajya Beemari Sahayatha Nidhi Yojana are given below as follows:
- To get rid of diseases like Polio, Tuberculosis, Swine flu, Cold, Fever and others in the state and give good life to the people.
- Financial assistance ranging from INR 2 Lakhs to INR 2.5 Lakhs will be offered to the families of the Below Poverty Line in the state of Madhya Pradesh.

- Promoting the patient outreach to the people in the Rural Areas and stressing on the dedicated enrolment of various services.

ELIGIBILITY CRITERIA FOR TAKING BENEFITS UNDER THE RAJYA BEEMARI SAHAYATHA NIDHI YOJANA
The eligibility requirements for being the beneficiary of the Rajya Beemari Sahayatha Nidhi Yojana are given below as follows:
- The beneficiary must be living in Madhya Pradesh.
- Must have stayed in Madhya Pradesh for more than 15 years.
- Any citizen from Urban/Rural backgrounds can take the benefits under this scheme.
- The beneficiary must have the Green Card for BPL families.
- The beneficiary must not have enrolled for any other Health care courses other than the Rajya Beemari Sahayatha Nidhi Yojana.
- None of the family members including the head of the family must be in any Government or its associated service.
- The Government will give the Health Card to the beneficiaries and the entire exercise is said to be cashless in nature.
- The beneficiary must not have annual income more than INR 1 Lakhs in a year.
DOCUMENT REQUIRED FOR ENROLMENT UNDER THE RAJYA BEEMARI SAHAYATHA NIDHI YOJANA
The documents needed for getting the maximum benefits under the Rajya Beemari Sahayatha Nidhi Yojana launched by the Government of Madhya Pradesh are given below as follows:
- Income Certificate Copy attested by the gazetted officer.
- Xerox Copy of Ration card, Voter Id, attested by the gazetted officer.
- Nativity or Rural Certificate Copy attested by the gazetted officer.
- Self-attested photo of the applicant with the family.
- Birth Certificate attested by the gazetted officer.
- Physically Handicapped Certificate, if the patient is a Handicapped person.
- Residential Certificate attested by the gazetted officer.
- Caste certificate attested.
- Bank Passbook showing the first/last page Xerox signed by the gazetted officer deputed by the Government of Madhya Pradesh.
- Attested copy of Pan Card and Aadhar Card signed by the gazetted officer.
PROCEDURE FOR APPLYING FORTHE RAJYA BEEMARI SAHAYATHA NIDHI YOJANA
The rules and regulations for being a part of the Rajya Beemari Sahayatha Nidhi Yojana are provided below as follows:
ONLINE MODE:
- You must open the below mentioned website.
- The website is https://health.mp.gov.in
- Click on the login if you have the Id.
- Click on the registration and fill the online form.
- Enter your personal details.
- Submit the scanned copies of the Medical Documents and click on submit button.
- After clicking the submit button, you will get a message.
- Wait for the message to be available in the mobile.
- After that you need to wait for the confirmation from the Health department and it takes 20 days/1 month to enrol the beneficiary.
OFFLINE MODE:
- The applicant will have to visit the District Hospital and take the application form.
- The applicant can take form from CMO or health officer from the District Civil Hospitals.
- All the relevant details must be filled like Name, Age and other details as per the format given.
- The beneficiary should take the Xerox of all documents like the Aadhar, Pan Card, Ration card, Medical Bills and Documents and attach it to the form and submit it to the nearest District Medical Officer.
- Any missing document, the DMO will call the beneficiary to submit the document immediately.
- The DMO will forward the application to the collector.
- The Collector will examine the application and approve the request of the beneficiary and forward it to Health Committee.
- The application goes to the State Level Health Committee headed by the Health Minister, and consisting of the Director, Deputy Director, Principal Secretary, Doctors, and the senior officials of the Health and the Public Welfare Department and gives the final approval.
- The duration will vary from 20 days to 1 month.
- The applicant will receive the Medical Card at the Postal address given in the application.
To be honest, the Health segment needs lot of improvement and poor resource allocation with no coordination in the Primary Health Care Centres can lead to problems for the poor people. The Rajya Beemari Sahayatha Nidhi Yojana plays a vital role in eliminating the hurdles and protects the interest of the underprivileged and promotes their welfare in Madhya Pradesh.
