Punjab Rozgar Guarantee Yojana

At this juncture the Aam Aadmi Party led Government of Punjab under the leadership of Mr. Bhagwant Mann, revitalised thePunjab Rozgar Guarantee Yojana, earlier launched by the Congress to protect the interest of the youth of Punjab and promote their welfare.
Punjab is having a discrete advantage in labour market compared to most advanced and less advanced states in India due to the fast-changing dispersal of population. The state is having an amazing bunch of young and energetic youth brigade, making the task of the Government of Punjab very easier. Furthermore, the reduction in aged worker population ratio in the adult age group is coming down while the same has gone up significantly for women in recent years.
Unemployment is a grave problem, where in developing countries like India, and the states like Punjab is facing the heat even today.
Let me explain the situation, Unemployment specifies a state where the total number of job vacancies are very fewer than the total number of job seekers in the country. It means a unique state characterised by the existence of strong and handsome persons who are willing to work but is not able to get a meaningful or productive job resulting into a huge depletion of manpower resources. Then they hunt for the job overseas, thus denying the amazing resources and opportunitiesthe state of Punjab has to offer.
The performance of the economy in the 90’s makes a significant impact, thanks to the economic reforms and liberalisation introduced by the then finance minister Dr Manmohan Singh under P.V. Narasimha Rao government compared to previous decades in terms of the GDP development and various other economic indicators that brought India on to the global stage.
Furthermore, the rate of growth and development in our economy will not promise any significant changes in the Job Opportunities, that is equal to that of the working age population.However, the employment scenario will slowly and steadily change, that what it was around 15 years ago.
Punjab is said to be developing by leaps and bounds in the matters of economic growth and development. But this progress is so uneven and unpredictable, that the net result has been the sharp increase in the number of unemployed people. Unemployment is one of the major problems in a developing state like ours.
Furthermore, it is an important fact to understand that the number of unemployed persons increases as the population explodes. Our development plans and the five-year plans are not able to offer employment for all the unemployed youths in Punjabin spite of the Five-Year Plans and other associated schemes.
OBJECTIVES OF THE PUNJAB ROZGAR GUARANTEE YOJANA
The objectives of the Punjab Rozgar Guarantee Yojana are given below as follows.
- To offer employment to various citizens of the state of Punjab.
- To augment the standard of living of the people of the state.
- To create and empower the skilled labour force in the state.
- To take up jobs in the state and also prevent the migration of the citizens of the state to other states in India.
FEATURES OF THE PUNJAB ROZGAR GUARANTEE YOJANA
The features of the Punjab Rozgar Guarantee Yojana are given below as follows.
- This policy was started by Mr. CharanjeetChanni on 5th Jan 2022 and later will get implemented by the AAP government that came to power in March 2022.
- It is believed that around 2 lakhs jobs will be created by the Government of Punjab within a duration of 1 year.
- Encouraging the upliftment of the persons with disability by giving them suitable jobs and boosting their morale.
- Youth of the state of Punjab completing 12th standard will be eligible for the jobs.
- This policy is aimed at creating good self-employment chances for unemployed youths in Rural and Urban areas of the state of Punjab.
- Under this yojana additional assistance will also be offered in order to set up small business and industrial houses.
- This scheme plays a pivotal role in changing the economic landscape of the state and enhancing development.
- To get rid of disguised and seasonable unemployment in the state.
- Enhancing the agricultural growth and development in Punjab and make the people independent.
- Getting rid of various socio-economic inequalities in Punjab like the Healthcare, Education, Social Insurance, Ownership of assets, Caste Inequalities and others.
- Protecting the Scheduled Caste, Scheduled Tribes and the other endangered tribals in the states and giving them incentives.
PROCESS FOR APPLYINGUNDER THE PUNJAB ROZGAR GUARANTEE YOJANA
There are various procedures available in order to apply under the Punjab Rozgar Guarantee Yojana given below as follows.
- The candidate should visit the Town, Taluk, District or Village Development Officer to take the application.
- The aspirant must enter the personal details like the Name, Age, Address, Date of Birth, Mobile Number, Email address, Address for communication, Village Name, Town, City, District, Pin-code clearly.
- The aspirant must submit all the Xerox of the documents like the No Objection Certificate, Aadhar and Pan Card, Caste certificate, Marks sheet, Residential, Nativity Certificate, Birth Certificate and other associated documents.
- The applicant must give the first and last page xerox copy of the bank passbook of a bank located in Punjab.
- The applicant must also provide the bank account number with IFSC codes.
- The applicant must also give all the mentioned documents to the Taluk or Village Development Officer in the state of Punjab.
- The BDO will ask for extra documents if important within 7 days of submitting the application.
- These documents along with the application form will reach the state level committee, consisting of Chief Minister and the Chief Personal Secretary, Head of Various Departments, and their subordinates.
- The applicant will receive the message in his or her mobile number about the status of application.
- This will take 30 days or more to get approved from the higher authorities.
DOCUMENTSCOMPULSORY FOR ENROLMENT UNDER THE PUNJAB ROZGAR GUARANTEE YOJANA
There are various documents required in order to register under the Punjab Rozgar Guarantee Yojana given below as follows.
- The Source of Income details to be deposited.
- The Birth Certificate signed by the gazetted officer.
- The Caste Certificate signed by the gazetted officer.
- The Income Certificate signed by the gazetted officer.
- The Nativity Certificate signed by the gazetted officer.
- Xerox of the bank passbook signed by the gazetted officer.
- The Passport and the Stamp Size photos of all the candidates.
- The Official Address proof like electricity bills, Gas bills and Registration documents of all the candidates.
- The Below Poverty Line and the Above Poverty Line Card must be deposited to the concerned authorities in Punjab.
- The Xerox of Passport, Aadhar Card, Ration card, Voter Id, and Driving License signed by the gazetted officer.
- The Aadhar Card, Voter ID, Pan Card and Driving License Original document of the candidates for verification purpose.
- The Xerox of the marks card of the candidates attested by the Gazetted officer.
The scheme Punjab Rozgar Guarantee Yojana is in process and some modifications are also being discussed by the new Government in Punjab. Furthermore, this scheme looks very fruitful and pro people and only time will talk about the way the new government will undertake its execution in the coming years in the state of Punjab.
