Health is an important component of the everybody’s life. The concept of Health and quality healthcare is gaining lot of importance in the coming years. It is an essential component of the rights of the individual in the state of Punjab. The concept of Health begins during the childhood and the child not only has the right to get immunised but also reap the benefits of changes in Science and Technological growth. The need of the hour is to offer a clean and safe environment for the people of the state of Punjab.

In the present scenario, the health consists of clean environment, Sanitation, Clean and basic amenities, Access to adequate and safe drinking water, Energy, Non-Polluting fuels, and proper nutritious food in houses, schools, and office areas of Punjab. The Health and Health care in any area is highly influenced by various social customs, Gender based practices, Caste Ratio, Marriage and other beliefs. The effective health care is highly influenced by the physical and the mental conditions.

As per the guidelines of the World Health Organisation (WHO), always defines as the complete state of the Physical, Mental and Social wellbeing of a person and not illness and diseases. According to the studies done by various medical institutes and leading universities into the Healthcare, the health of a person will have a direct relationship with the human resource development and development of the economy of Punjab.

Health infrastructure and policies in Punjab is highly governed by the polices of the Union government that comes at the Centre. Punjab has seen the rise of only Congress governments in the last 75 years. However, the new party that came to power in Punjab, known as the Aam Aadmi Party, they decided to break the convention and have their own health care policy from March 2022.  Under the vibrant leadership of Shri. Bhagwant Mann and his mentor Shri. Arvind Kejriwal, the state will see new healthcare policies in the coming months and years.

At present the Government of Punjab has introduced the Punjab Mohalla Clinics Scheme, in order to provide quality healthcare to the citizens of the state absolutely free of cost.

OBJECTIVES OF THE PUNJAB MOHALLA CLINICS SCHEME

The objectives of the Punjab Mohalla Clinics Schemeare given below as follows:

  • To offer quality healthcare to the citizens of Punjab without any conditions and restrictions.
  • Offering the correct treatment with available technology is given weightage under this scheme.
  • Aiming towards curing the disease rather than prevention of the disease is the need of the hour.

Providing the population freedom from the impact of the communicable and non-communicable diseases by bringing in more quality health care centres, dealing with primary and tertiary healthcare services for people from various walks of life in Punjab.

Health for All is the main motto of this scheme.

  • To provide quality health related services to all absolutely free of cost and bring in relief to the people.
  • To offer the quality healthcare services to people from various walks of life in Punjab.

FEATURES OF THEPUNJAB MOHALLA CLINICS SCHEME

The features of the Punjab Mohalla Clinics Scheme are given below as follows:

  • To enhance the life expectancy in the state.
  • In the initial phase, 80 Mohalla Clinics will be set up in the state.
  • This scheme revolves around offering quality healthcare to all the people of the state of Punjab.
  • This scheme believes in saving the time of the patient and also saving the money of the patients.
  • Providing quality and free healthcare to all the patients in the state.
  • The non-functional Seva Kendras of the state will be converted to become Mohalla Clinics.
  • Immediate attention to the patients available with the help of timely diagnosis and effectively treatments.
  • The patients consisting of Outpatients and Inpatients will get a health card to get the treatment.
  • To offer the same quality of treatment that a patient gets in the Private hospitals and branded hospitals in the state.
  • They offer services like the basic medical cares, antenatal and postnatal services and others.
  • Giving importance to establishment of Mohalla Clinics in rural areas of Punjab like Ajnala, Bagga, Bajwa, Khamanon, Batala, Khanna, Faridkot, Phagwara, Jagraon, Dhar Kalan, Toosa, Muktsar and others.
  • It will come up in all the 118 constituencies of the state imparting quality health care services for all.
  • The Mohalla clinics will be developed phase by phase basis in the state.
  • The Scheme will get operationalised on August 15th, in Punjab on the occasion of India’s Independence.
  • All the essential drugs and medicines will be offered free of cost to the patients in the health care centres.
  • The laboratory tests and investigations will be done and certified by the empanelled laboratories in Punjab.
  • The Civil Surgeons of the localities in Punjab have been asked to share vital details of the location of the Mohalla Clinics.

HEALTH PLANNING IN THE STATE OF PUNJAB

It is believed that the health planning in India started way back in 1900 and in the state of Punjab started in 1960 onwards. As said earlier, Punjab never had a specified health policy, it followed the guidelines given by the respective central governments. Lot of efforts has been made to expand various health care services in the state.

Punjab Health Corporation was established in 1996 covering 200 hospitals in the state and they were established in the level of the Sub divisional Hospitals, Health Centres and District Hospitals and others.Punjab is having the highest Per Capital Income in India after Maharashtra state and health care services are improving in terms of Infant Mortality Rates, Life Expectancy and other criteria.

Child Mortality Rates in the state has come down over the years and the area of concern is the female child mortality has increased over the years in Punjab. Death rate is an essential indicator and has come down to 5.1% in a year. It is very lower than rest of the states and is a proud moment for the state.

The Punjab Mohalla Clinics Scheme is grabbing lot of eyeballs and gaining respect from Chief Minister of other states. It will not be surprising if this model is copies on to the other states in India.
