Odisha Chief Minister Mr. Naveen Patnaik launched the Odisha State Food Security Scheme to protect the poor/underprivileged people on October 2, 2018. Economists and public policy specialists in this segment have applauded the Government of Odisha for tackling hunger through various reforms.

Odisha is a land of poor with rich resources andwe nurture dreams of a glorious Orissa, back to its past in terms of agriculture. It may be called as one of the puzzles of India. During the Kalinga era, under the leadership of Emperor Ashoka, it has shown its huge agricultural expansion in terms of growth towards business in India.

During the period, the traders of Orissa travelled far and wide outside India like Java, Tamaraparani, Myanmar, Siam, Laos, and Middle East and contributed its share to the economic development of the state, by selling fruits, agriculture produce and spices.

In Odisha the lands occupy about one-third of the entire area of the state, about three-fourths of those lands are sown with rice. Other main crops include Sorghum, Oilseeds, Wheat, Maize, Vegetables, Cornflakes, Pulses, Millet, Spices, Jute, Sugarcane, Coconuts.

Low sunlight availability, Unreliable soil quality, Limited use of fertilisers, adjustable volume and duration of the monsoon rains combine to give low yields to the farmers in Odisha. Agricultural families in Odisha sometimes complement their income through non-agricultural pursuits, as farming does not provide employment for a long time.

PROCEDURE FOR APPLYINGFOR THE ODISHA STATE FOOD SECURITY SCHEME (SFSS)

The methods required for being a part of the Odisha State Food Security Scheme as per the Government of Odisha are given below as follows:

  • You need to go to the internet browser and click on the website.
  • http://pdsodisha.gov.in/Account/InternalLogin.aspx
  • Press the enter key and the web page opens.
  • You must take the ID Generated under the RCMS (Ration Card Management Systems).
  • Enter the captcha given below the User Id and Password and click on the submit button.
  • This facility is available only for the RCMS (Ration Card Management Systems), as they will digitalise the applications and move either to the Final List/Ineligible List under the Odisha State Food Security Scheme.
  • Click on the SFSS New Enrolment.
  • The Data Entry Operator can search the details using the old form number and Aadhar Number and update all the records.
  • You must enter the elementary information like the Name, District, Ward Number, Plot Number, Aadhar Number, Bank Account Number, Mobile Number, Voter Card Number, Bank Name, Gender, Fathers Name, Spouse Name, Village, Pin-code, and the Block Number under the Odisha State Food Security Scheme.
  • Enter the OTP (One Time Password) that shows in your mobile.
  • Click on the save button.
  • Click on the print acknowledgement and take the print out.
  • Acknowledgement copy and the print out of the acknowledgement can be done by clicking on the beneficiary list under the Odisha State Food Security Scheme.
  • The list of the eligible persons is generated and completed.

ELIGIBLE PEOPLE COMING UNDER THE ODISHA STATE FOOD SECURITY SCHEME (SFSS)

The eligible people lists under the Odisha State Food Security Scheme specified below as per the directions from the Government of Orissa are classified below as follows:

  • Landless Agricultural Labourers.
  • Disabled Persons.
  • Rural Artisans, Craftsmen like Porters, Masons, Tanners, Rickshaw Pullers, and Cobblers.
  • Daily Wage Earners.
  • Trans-genders.
  • Households Headed By Widows/Terminally Ill Persons.
  • Small and Marginal Farmers.
  • Persons aged 60 Years and above with no guaranteed earnings.
  • Slum Dwellers.
  • All Primitive Tribal Households.

INELIGIBLE PEOPLE COMING UNDER THE ODISHA STATE FOOD SECURITY SCHEME (SFSS)

The set of people mentioned below are not eligible to be under the Odisha State Food Security Scheme.

  • One earning member of the family getting monthly income/pension above (10,000 INR in rural areas) and (15,000 INR in urban areas).
  • Landlords, Drug lords and traditional rich families.
  • Professional tax payers.
  • Any state government/central government employees.
  • Celebrities, Socialites, Religious Leaders, Business Magnets, Thinkers, Scholars and Academicians.
  • Individuals having three or four wheelers.
  • Folks having Power-Tillers, Fishing Boats, Tractors, or Heavy vehicles.
  • Persons into entrepreneurship and associated trade.
  • Business owners with TIN (Tax payer Identification Number) / Electric consumption above 300 units, Bungalows and Palatial houses.

FUTURE OF THE ODISHA STATE FOOD SECURITY SCHEME (SFSS)

The future under the Odisha State Food Security Scheme looks cheerful and promising. The State Government of Odisha is devoted to improve its food security systems by following certain steps.

  • Concentrating on Digital authentication of recipients, Optimisation of transportation costs and Development in the network of registered farmers.
  • Encouraging institutions like the Co-operative Societies, Gram Panchayats, Non-Governmental Organisations, and Women Self Help Groups to take up proprietorship of Fair Price Shops under the Odisha State Food Security Scheme.
  • Continuing its emphasis on revealing the potential of technology for better administration, Odisha is implementing emerging technologies like Advanced Analytics, Block-chain, and Enterprise Resource Planning in its food security systems.
  • Rationalisation of Fair Price Shops must be financially more feasible, and reducing the corruption and other malpractices under the Odisha State Food Security Scheme.
