The scheme wishes to diminish the skill and the employment weaknesses of the rural and the urban poor comprising formal, informal workers and migrant labourers and it is named as “Mukhyamantri Karma Tatpara Abhiyan” or “Mukta” Scheme.
Odisha, also known as Orissa is a state of India, located on the east coast of India, by the Bay of Bengal. It is the modern name of the ancient nation of Kalinga desh, which was invaded by the Maurya Emperor Ashoka.
The state has one of the longest coast lines running along the Bay of Bengal, bordering Andhra Pradesh, Chhattisgarh, Jharkhand, West Bengal and Telangana. In 2011 the state’s name was officially changed from Orissa to Odisha.
Odisha has seen extraordinary rise in Education, IT and BT Industries, Textiles, Medium and Small Scale Industries, Technology, Automobiles, Transport, Coffee Plantations, Tea Plantations, Medical Tourism, Marine Research, and Science. It is the very rich in industrial and agriculture resources and Odia is the official and most extensively spoken language with 94% Odia speakers according to a linguistic survey.
The scheme launched by the Government of Odisha aims at building on the comparative success of the Urban Wage Employment Initiative that was launched in April last year during Covid-19 lockdown in Odisha to support the formal, informal workforce in the rural and the urban local bodies.
Under this initiative, around ₹150 Crore was assigned for all labour-intensive projects in the urban local bodies in Odisha for providing temporary employment to the urban and the rural poor.
OBJECTIVES OF THE MUKHYAMANTRI KARMA TATPARA ABHIYAN YOJANA (MUKTA)
The objectives of “Mukhyamantri Karma Tatpara Abhiyan” or “Mukta” Scheme offered by the Government of Odisha are as follows:
- Providing proper financial support to the economically and socially weaker sections of the society.
- The scheme aims at eliminating vulnerabilities of the poor people of Odisha including migrant labourers and casual workers.
- Contributing towards making the females and males independent and effectively adding value to the economic growth and development.
- Arming the youth with cutting-edge skills to keep them up-to-date with the modern technologies.
- Increased participation and empowerment of the women self-help groups and slum development associations in Odisha.
ELIGIBILITY OF THE INDIVIDUAL TO GET BENEFITS UNDER THE MUKHYAMANTRI KARMA TATPARA ABHIYAN YOJANA (MUKTA)
The “Mukhyamantri Karma Tatpara Abhiyan” or “Mukta” Scheme presented by the Government of Odisha comes with eligibility conditions given below as follows:
- The individual must be in the age group between 18 to 55 years.
- Person must be born in the state of Odisha.
- Applicant must have cleared X standard.
- Differently abled, Scheduled Caste/Tribe and the endangered tribes in Odisha state will be given top preference.
- Must have lived in Odisha for 15 years and must speak the Odia language.
- The eligible applicant must be living below the Poverty line (BPL).

- With the launch of this scheme, Slum Development Associations, and assistance to the Differently Abled, Self-Help Groups will increase.
- Under the Mukhymantri karma Tatpara Abhiyan Scheme, 40% of the women in Odisha will get benefited, thereby making difference to their lives.
- To scrutinise the operative of the current institutions, at the national and state level, such as National and State Councils for Vocational Training, Report of the Working Group on Skill Development, Apprenticeship Council, and Training in Odisha.
- To identify emergent requirements of training, both formal and non-formal and evaluate the potential of the present institutional set up in relation to the emerging skill requirements under the Mukhymantri karma Tatpara Abhiyan Scheme.
- To recommend measures for expanding the role of industry from advisory level to supplementing inputs for managerial level to further strengthen the industry institute collaboration in ITI’s in Odisha.
- There are more than 650 projects that have started in Odisha under this people friendly scheme.
- To suggest a suitable frame work for skill development desired for women as a means for women empowerment in particular in the rural areas and also in low-income professions in urban areas of Odisha.
- The total salary of the employees directly gets transferred into the applicant’s bank account through the NEFT (Net Enabled Fund Transfer) under the Mukhymantri karma Tatpara Abhiyan Scheme.
- To suggest an effective mechanism for developing a frame work of National Qualification Pathway to interlink Vocational Education, Vocational Training and Academic Education to aid inter-stream movement of trainees.
- To assess the influence of on-going programmes for skill development under diverse streams and vocational training including non-formal training system and skill development efforts in the un-organised zones under the Mukhymantri karma Tatpara Abhiyan Scheme.
