Misson Kakatiya

The Kakatiyas of Warangal occupied a place of vital importance and interest in the history of South India in general and that of Andhra and Deccan in particular. They established their authority over the entire Telugu speaking area after the fall of the Satavahanas and before the rise of the Vijayanagara Empire. The period is classified in the medieval history of Andhra as the “The Age of the Kakatiyas of Warangal”.

The heritage of Kakatiyas was carried forward by the Qutubshahis, Asafjahis who ruled Deccan Region. Lots of the land areas were brought into cultivation and due to this the villages have become self-sustainable. Drought was a unusual event in Telangana and the tanks have been the lifeline for rural Telangana and a source of livelihood for numerous rural communities apart from agricultural community since ages.

Tanks have been the nourishment factor for rural Telangana and a source of income for various rural communities apart from agriculture since ages. Furthermore, tank in a village has been a symbol of royalty. Many village festivals are celebrated near the tanks and the tanks in the earlier stages were ignored and no comprehensive program to restore the existing chain of tanks was taken up in the last few decades that worsened Irrigational activities in Telangana.

The Program ‘Mission Kakatiya’ was initiated on 12 March 2015 by the Honourable Chief Minister Sri Kalavakuntala Chandrashekhar Rao in Sadashiva Nagar Village. The name ‘Mission Kakatiya’ is given in the memory and praise to the Kakatiya rulers who developed a large quantity of the irrigation tanks. Drought was a very rare happening in Telangana.

The Government of Telangana paid lot of thought towards development of agriculture and effective land management. They are constructing, excavating and reconstructing large number of Bunds, Canals, Channels and Dams.

They attempted to increase the extent of the cultivable land by clearing forests and bringing large territories of fresh land under the plough. Land was surveyed and measured and the cultivable land was categorised into two types namely dry and wet.

The government took adequate care for the suitable maintenance of the tanks and canals. The Government of Telangana is associating with researchers and agricultural experts to regulate the influence of restoring water tanks for irrigation on agricultural output, water supervision, and farmer’s income.

‘Mission Kakatiya’ is the ultimate and core programme of the Government of Telangana that is equipped with a favoured message---ManaOoru----Mana Cheruvu(Our Villages and Our Lakes).

OBJECTIVES OF MISSION KAKATIYA

The Government of Telangana launched the Mission Kakatiya to achieve some close ended objectives like:

  • Develop the agriculture based income for small and marginal farmers.
  • Enhance the agricultural produce in the land and making it fertile to give productive yields.

FEATURES OF MISSION KAKATIYA

The Mission Kakatiya launched by the Government of Telangana is having features like:

  • It helps to enhance the growth of the groundwater table. To be honest it is the level of the underground surface, where the soil and the rocks are permanently flooded with the water.
  • To encourage the plantation of various trees along the tanks and the bunds to nurture the greenery in the state.
  • This has enhanced the growth and development of the minor irrigation infrastructure and community based irrigation management programmes.
  • Todeveloptheefficiencyofwaterandhaveanadvancedwatermanagementbydoingthecombinedandsynchronisedeffortsinasystematicmannerbyallthedepartments.
  • It encourages the repositioning of the Irrigation networks like Channels.
  • Due to the successful implementation of this scheme, the intensity of the irrigation has increased from 46% to 51% due to good water retention capability in the bunds, tanks and ponds.
  • It also plays a major role in getting rid of famines and encourages greenery.
  • The water from rivers like Godavari and Krishna river basins are used to provide water to these tanks.
  • Activities like the removal of silt deposits on the bed, annual repairs of the bunds, and repairs of the canals and channels are the main activities.
  • This led to enhancement in the soil erosion, increase in soil moisture, retention and levelling of the land.
  • This encourages the concept of Silt Removal as the silt can be used as a nutrient or as fertilizer to the plants and thereby reducing the dependencies on the use of original fertilisers.
  • Encourages the construction of 10,000 tanks in Telangana, in a year, thereby leading to construction of 50,000 tanks in the coming 5 years.
  • They encourage the process of De-silting the tank beds to restore the original water supply.
  • To construct more feeder channels to ensure the smooth flow of water into the tanks.
  • Combining all the existing water supply schemes in Telangana and promote the on-going drinking water projects.
  • More than 90% suicides done by the farmers in the state due to drought came to an end leading the way for improved agricultural produce.
  • Under this scheme, you can see an increase in the power supply.
  • Storage of water in tanks for a longer period of time has led to the growth of fisheries in the state particularly fishes like Mrigala, Katla and Rohu production has increased indirectly.
  • Crops like Rice, Paddy, Wheat, Jowar and Cotton had increased production.
  • This scheme has led to creating employment in rural areas, reduction in the poverty and enhanced growth in agriculture.
  • Expenditure on the chemical fertilisers and pesticides gets reduced by 50% in a year by undertaking the silting of the tanks.
  • The growth of livestock will be very high under the “Mission Kakatiya” Scheme.

ORGANISATION PYRAMID

The Mission Kakatiya launched by the Government of Telangana has an amazing organisational structure.

  • One Assistant Executive Engineer.
  • One Deputy Executive Engineer.
  • One Superintendent Engineer.
  • Nodal Officers like Chief Engineers to manage the work done.
  • One Executive Engineer.
  • Two Chief Engineers—One for Minor Irrigation at Krishna and Godavari river basins.

WORKS UNDER THE MISSION KAKATIYA

The Mission Kakatiya launched by the Government of Telangana has certain tasks to be completed. They are given below as follows:

  • The registration of the plots must be maintained.
  • Presenting data on availability of water, utilisation of water in bunds and river basins, and forwarding details to the respective departments.
  • The local MLA/MLC and the public representatives will be asked to give top priority to restoring the local tanks.
  • Assistant Executive Engineer will submit the details of tanks to the officials of the Mandalas.
  • Identify the tanks that have not been given priority under this scheme.
  • Repair and Repositioning of the feeder channels and the silt removals will be done on a regular basis.
  • Modernising the old Bunds, Canals, Dams, and Channels in the state.
  • Weekly and Monthly site inspection will be undertaken by the engineers and the supervising officers.
  • Making sure that the water supply is of a very good quality, to enhance the agricultural yield.
