A unique art of cultivating plants in gardens and nurseries to produce the medicinal plants and the non-medical plants is known as Horticulture. The people practicing this profession like growing fruits, flowers, vegetables, nuts, herbs are known as Horticulturists. Horticulture is an integral component of agriculture offering a wide range of choice to farmers for crop cultivation and diversifications.
The concept of ”Horticulture” originates from the Latin word ”Hortus” meaning the garden and “Colere” meaning to cultivate. You can say that Horticulture is a perfect blend taking place between the agriculture and domestic gardening in Telangana.
Horticulture is categorised into the cultivation of plants for food (Olericulture and pomology) and plants for ornament (landscape horticulture and floriculture).
Pomology deals with nut crops and the fruits. Olericulture consist of the plants namely Eggplant, Beans, Tomato, Beetroot, Lentils, Radish, Spinach, Ladies finger, Carrot, Lettuce, Broccoli, Cauliflower, Onion, Peas, Chillies, Garlic and Others.
The Telangana state was inaugurated formally on June 2nd 2014 and after this the Mission of Integrated Development of Horticulture (MIDH) came into the existence. It is one of the major states in the country to have a separate department of Horticulture.
OBJECTIVES OF MIDH:
The Mission of Integrated Development of Horticulture (MIDH) is the major programme introduced by the Government of Telangana and comes with objectives given below like:
- To provide complete development of the horticulture segment through an area based on regionally separated strategies which include Marketing, Extension, Promotion, Postharvest Management, Technology, Research, Processing and in sync with comparative advantage of each region and its diverse agro-climatic feature.
- To assist the development of skill and create more jobs for rural youth in post-harvest management and horticulture segment in Telangana.
- Develop and distribute technologies through a mixed blend of traditional and scientific knowledge.
- Enhance the productivity by having quality planting techniques, fertilizers and manure, and using the water through the irrigation techniques.
- Improve the income of the farmers and strengthen the nutritional value of the foods.
ELIGIBILITY CRITERIAS OF MIDH:
The eligibility criteria’s for getting enrolled under the Mission of Integrated Development of Horticulture (MIDH) are:
- The person must be above 18 years of age.
- The person must be living in the Telangana for more than 5 years.
- Voter Id, Aadhar, Pan, Ration card, signed by the gazetted officer of the government.
- Attested copies of the property bills/invoices by the Gazetted officer.
- Driving License Xerox signed by the gazetted officer of the government.
- The beneficiary must have an guaranteed source of irrigation like Water Tank, Well, supported with motors.
- Certificate showing source of finance.
- The agreement between the parties for the cultivation of seasonal crops and the annual crops is for 10 years for gardens/orchards.
- The agreement between the parties for the gardening of seasonal crops/annual crops as per the project requirement of the Government of Telangana is for 15 years for orchard/gardens.
- Caste Certificate of the beneficiary.
- The support will be offered for the projects handing only the horticultural crops.
FEATURES OF MIDH:
The Mission of Integrated Development of Horticulture (MIDH) launched by the Government of Telangana consists offeatureslike:
- It encourages the setting up of the Nurseries, Tissue Culture Units, Poly-houses for production of the quality planting materials and the seeds.
- The maximum subsidies for agriculture are given by the state of Telangana.
- We believe in the process of expanding the land area to do activities like the establishment of New Gardens, Orchards for Vegetables, Flowers and Fruits.
- Offering the financial help to the farmers to purchase farming equipment’s.
- The government will organise awareness programmes, training, exhibitions, fairs, and meets for horticultural practices, irrigation and benefits.
- Having excellent marketing processes to increase the economic growth and development and having storage facilities.
- Explaining the proposals to the government for releasing the input and output subsidy to crops damaged due to seasonal conditions.
- Organising sales campaigns to beneficiaries for usage, maintenance and following stringent measures for smooth and effective services of the systems in the state.
- The need of effective crop insurance to protect and promote the interest of farmers is given top priority.
- This encourages the creation of the water resources like the farm ponds.
- Skill Development Training will be conducted in the field of Market Behaviour and Orientations, Agronomic Practices, Protected Cultivations and Technical Expertise to make farmers well-organised.
- We offer the Agricultural Manual giving details about the ways to cultivate various fruits and vegetables in Telugu to the farmers.
- There must be an effective saturation of areas under the open wells and the bore wells in the state.
- We submit the outcomes of the proposals to the State Level Committees for further action.
PROCEDURE FOR APPLYING:
The Government of Telangana launched the Mission of Integrated Development of Horticulture (MIDH) and there are certain procedures to apply for this scheme.
- The applicant must log on to https://horticulture.tg.nic.in/.
- Advertising will be given in Electronic Media, Local Newspapers, Pamphlets, Social Media, Display Notice Boards of Zonal Panchayats, District levels and notice board of various departments of the Government of Telangana.
- The farmer must register the application using the Aadhar Card and the Pan Card.
- Preference will be given to the ST, SC, Females, under the Mission of Integrated Development of Horticulture (MIDH) Scheme.
- The beneficiary will get the acknowledgement slip from the DHSO, stating that he/she has been registered in this scheme.
- The farmer will get the SMS alerts about various procedures that he/she follows during the registration process in Telangana. The farmer will get alerts towards processes like

- Release of the final payments.
- The District Horticulture and Sericulture Officer (DHSO) verify the documents he/she has received and give the recommendations within 3 business days.
- DHSO follows the process of FIRST COME FIRST SERVE basis to avoid confusion while processing the applications.
- Only the beneficiaries willing to take up the training, orientation schemes will be considered eligible for the successful enrolment into theMission of Integrated Development of Horticulture (MIDH).
- DHSO will create a seniority list for his/her district allotted and after taking the permission from the Horticulture Officer, the seniority list is filed on record and published in the notice board.
- DHSO approves the case within 7 business days of receiving the documents in the office.

Yes, the farmers have flexibility to select the suppliers during purchase of plant materials and agriculture equipment’s.
Where the beneficiaries will get the plant materials under the Mission of Integrated Development of Horticulture (MIDH) Scheme?
The recipients will get the plant materials under the Mission of Integrated Development of Horticulture for the Distribution, Certification and the seeds from ICAR (Indian Council of Agricultural Research) institutes, Krishi Vikasa Kendras,State Agricultural Universities, and Government Departments.
What is the mode of assistance provided under the Mission of Integrated Development of Horticulture (MIDH) Scheme?
The mode of assistance is 40% or 50% of permitted unit cost as per MIDH norms and will be delivered for 3 years at 60:20:20 ratio for 1st, 2nd & 3rd year separately.
In case of fruits/vegetables lasting for longer time and 2 years at 75:25 regular fruit crops like Apple, Mango, Banana and others.
Where can a farmer obtain the information about State Horticulture Mission schemes?
The farmer can visit the office of District Horticulture and the Sericulture officer (DHSO) of his/her district to get the information on MIDH schemes. Furthermore, he/she can contact the Horticulture officer of his Mandal,Panchayat/District for more information.
How do you release the subsidies under the MIDH Scheme?
Subsidy is to be released per unit basis. In cases where assistance is being required on less /more area than that of one unit then subsidy will be released on equal basis subject to maximum limit agreed in guidelines under MIDH as per the net area sown / planted.
- Subsidy can be released straight to the recipient as direct assistance or as inputs as per the instructions issued from Mission Director time to time.
- For direct release of assistance to the beneficiary, payment will be released using the online mode to the beneficiary only.
- No payment will be released as Cash/ Cheque /D.D by taking signature or thumb impression in the register.
- All the assistance released must be entered in register and in cash book for the audit purposes.
What are the procedures of physical verification under the MIDH Scheme?
There are numerous guidelines of physical verification under the MIDH Schemes given below as follows:
- DHSO/HSO should make advance arrangement for procurement of planting material from recognised nurseries/certified planting material/certified seeds for the coming season.
- DHSO/HSO must do the proper certification and distribution of planting material/seeds.
- Area expansion is limited to availability of planting material from recognised nurseries/certified Planting Material.
- In case of Truthfully Labelled (TL) seeds, it should be acquired only from Public Sector Organisations.
- DHSO/HSO must make sure that they acquire certified material and seedlings/ Truthfully Labelled (TL) seeds are to be procured only from the Krishi Vikasa Kendras, State Agricultural Universities and Government Departments.
- Farmers are permitted to select the farm equipment’s from recognised firms under MIDH as per conditions given.
- The applicant will resubmit the original bill back to the DHSO as a proof of the purchase of the component/input. The DHSO will thereafter issue a receipt for the original bill to the applicant.
- The physical confirmation of the material/input purchased will be approved by the team of DHSO/HEO/HSO/ in the agreed format.
- The physical verification report must reach the office of DHSO within 5 days of procurement.
- Display board showing details of the Scheme in Telugu must be fixed at the site with size (25 feet X 10 feet) for Post Harvesting Management and Protected Cultivation components and (4 feet X 2 feet) for other components.
