Government of Karnataka is playing a great role in reducing the unemployment rate and launch various skill development programmes,like the “Karnataka Shrama Samartya Scheme” offers the loans at low rate of interest to the people of Karnataka. Interestingly the department of Tourism, Commerce and Industry is giving backing to implement the scheme in a fruitful manner all over Karnataka state.
Karnataka is one of the upcoming states in India with a vigorous and friendly atmosphere for Industrial growth and development. Furthermore, in the past it was known as Karunadu and became an independent state on Nov 1, 1956. It is bordered by Arabian Sea to the west, Goa to the west, Maharashtra in north, Telangana to the north east, Andhra Pradesh to the east, and Kerala to the south.
It is said rightly that people are the assets of any nation and Karnataka is no different. Human resource is the crux of national growth and development and it is very vital to mentor them effectively.
MOTTO:
The chief motto of the CMSEGP is to enrich the self-employment scenarios in Karnataka, offer the subsidies and give loans at short interest rates and make the youth resilient.
OBJECTIVES:
- To empower the rural and backward youths of Karnataka and bring them to the mainstream.
- To create worthy employment opportunities in Karnataka.
- To deliver entrepreneur training to the people in Karnataka.
- Offering financial help to the people and make them self-reliant.
- Give reputation to the skilled/unskilled artisans and encourage them upgrading their skills.
- Conduct audio video presentations in Taluk, Village and Distsrict levels to boost the “Karnataka Shrama Samartya Scheme” among the masses.

- This scheme helps in training more than 50,000 unskilled labourers.
- Mode of training is influenced by requirements of the industry.
- Playing a chief role in giving proper health, ensuring the safety and offering social security of all the construction workers.

- A free tool kit is offered to enhance the skill of labourers in Karnataka.

The amount allocated to the “Karnataka Shrama Samartya Scheme” scheme is INR 98 Crores.
DOCUMENTS REQUIRED:
The documents required to enrol for the “Karnataka Shrama Samartya Scheme”are given below as follows:
- Income Certificate.
- Caste Certificate.
- Eighth standard or Matriculation Certificate.
- Copy of Aadhar Card.
- Nativity Certificate.
- Bank passbook copy.
- PAN Card.
- Self-Declaration.
- Residential Certificate.
- Training certificate by a recognised agency sponsored by Karnataka Government.
ELIGIBILITY CRITERIA:
Some of the eligibility criteria are given below as follows:
- The beneficiary must be above 18 years of age.
- Beneficiary must complete training in the field of carpentry, handlooms, mechanics, plumbing, welding and others.
- Labourers applying for this scheme must be working for 90 days during the span of 12 months.
FUTURE PLANS OF THE GOVERNMENT:
The Government of Karnataka has come up with “Karnataka Shrama Samartya Scheme” to enhance the market driven activities in a logical manner in the field of Handloom, Handicrafts and the Khadi segments. They believe in bringing the Khadi and design expertise on to the common platforms to offer the expert advice and offer superior solutions to the issues in a systematic and satisfactory manner.
The core feature of the “Karnataka Shrama Samartya Scheme” will be to create and foster the ecosystems, where in the producers can get balanced income. The government under this scheme plans to safeguard the neglected rights of the producers by protecting and promoting the usage of the small enterprises.
AMAZING SCHEMES COMING UNDER THE “KARNATAKA SHRAMA SAMARTYA SCHEME”
- The government of Karnataka has introduced the awareness programs for people ranging from 30 to 60 members for potential growth and development.
- Amount ranging from INR 50,000 to INR 1, 00,000 is utilised for offering the comprehensive systems, hall rents, equipment’s, mobilise the community level working.
- Giving spot rewards and incentives to workers coming up with dynamic ideas to increase productivity.
- Offering lunch, tea and snacks for the workers to participate in the training programmes.
- The duration of the training is one week and the government is taking the study and training expenses of the workers, like travelling, boarding, lodging and in and out field travel expenses at the industrial parks and associated facilities in Karnataka.
- Creating a group of 60 skilled and unskilled artisans.
- Making an enterprise group of artisans by the government as per the guidelines that change from time to time.
- Establishment of the micro enterprises of at least 4 artisans.
- Design and development scheme is not exceeding the INR 10 Lakhs per cluster and INR 5 Lakhs per enterprises and INR 3 Lakhs for small and micro enterprises coming up in Karnataka state with the government assistance.
- Offering the SC/ST groups willing to set up the handloom segment to a maximum of 2 acres.
- 60% subsidy for the amount taken by the entrepreneurs of the SC/ST through the banks and financial institutions, co-operative society and the RRB (Regional Rural Banks). This is the major helping hand introduced by the Government of Karnataka since 2020 to enhance the growth and development of the Cottage, Small and Micro Industries In Karnataka.
- Giving the adequate training to the 10th standard fail/passed SC/ST youth in the training institutions in Karnataka, established and sponsored by the government.
- Undertaking the free supply of the Khadi Chakras and other equipment’s by the Karnataka Khadi and Village Industries Board (KKVIB)
- Government minus the KKVIB will also conduct the EDP (Entrepreneurship Development Programmes) for the SC and ST in Karnataka.
- Entrepreneurs under the SC/ST genre will be encouraged by the Government of Karnataka under the “Karnataka Shrama Samartya Scheme” to set up their industries by offering the industrial space or the premises at 50% concessional monthly rentals for a period of 3 years in the Industrial complexes made by the KIADB and the KSSIDC.
INCENTIVES AND CONCESSIONS:
Some of the amazing incentives introduced by the Government of Karnataka under the “Karnataka Shrama Samartya Scheme” are given below as follows:
- Establishment of trade bodies and small scale industrial associations to enhance development of infrastructure.
- Setting up of the training centres in remote and rural parts of Karnataka under this scheme to boost the development of region.
- Encouraging the people living below the poverty line to become skilled craftsman and artisans to make the difference to their troublesome lives.
- Give importance to the establishment of the Research and Development institutes to augment the quality and productivity of the Handloom and Handicrafts segments in Karnataka.
- Enhancing the PPP (Private Public Participations), Promotion of the trade bodies, industry associations and creating the sheds to promote their line of business.
- Development of small ports in Karnataka to create avenues for development and growth of exports and imports.
Utilisation of the loans under the “Karnataka Shrama Samartya Scheme” towards the designated purpose and highlighting the scheme details, superior business management and repaying amount within the stipulated duration is the need of the hour. This scheme is grabbing eyeballs.
