Kalia Yojana by Odisha

Kalia Yojana is the package supported by the Government of Odisha to protect the interest of the farmers and promote their welfare. The full form of KALIA is Krushak Assistance for Livelihood and Income Augmentation and commenced in 2018.

The State of Odisha with original beauty and glorious culture has risen as a leading state of the country with a promising growth trajectory over the last two decades. This is possible because of all-encompassing governance policy and a faithful leadership of Mr. Naveen Patnaik.

Odisha lies on the coastline of Bay of Bengal, and has an area of 1, 56,000 square km. In the west, you will find the uplands of the Eastern Ghats, part of the central plateau and in the centre, the green valleys of five big rivers flowing into the Bay of Bengal. The official languages of Odisha are Hindi, Oriya and English.

Odisha, formerly called Orissa, is located in the north eastern part of the country and encircled by the states of West Bengal and Jharkhand to the north east and north, by the Bay of Bengal to the east, and by the states of Telangana and Andhra Pradesh to the south and Chhattisgarh to the west. It is having the same geographical area like Bangladesh.

OBJECTIVES OF THE KALIA YOJANA

The objectives of the Kalia Yojana supported by the Government of Odisha are:

  • Represent the vast untouched growth potential of agriculture in Odisha.
  • Strengthen the rural infrastructure to help faster agricultural development in Odisha.
  • Promote value addition, quicken the growth of agro business, and generate employment in rural areas of Odisha.
  • Provide a good platform for the farmers, to make a difference in their lives.

ELIGIBILITY NORMS OF THE KALIA YOJANA

The eligibility criteria as per the guidelines of the Government of Odisha sponsored Kalia Yojana are given below as follows:

  • The farmer must be born and raised in Odisha.
  • The farmer must be above 18 years of age.
  • The farmer should be below the poverty line (BPL).
  • Only one member from a single family can apply for this scheme, multiple entries will not be entertained.
  • Landless agricultural farming household in Odisha is qualified.
  • Small and marginal farmers in Odisha can acquire the benefits.
  • The farmer or his wife must not pay income tax or be a government employee.

FEATURESOF THEKALIA YOJANA

The features of the Kalia Yojana sponsored by the Government of Odisha are given below as follows:

  • This scheme is executed from Rabi Season 2018-19 onwards.
  • Encouraging the tradition of technologies on Sugarcane, Pulses, Rice, Jowar, Wheat, Oil, Jute and Mesta.
  • Financial assistance of INR 25,000 will be given per family at 0% interest rates to small and marginal farmers to purchase inputs like Fertilisers, Pesticides, Seeds, and use the funding towards labour and other investments.
  • Special assistance will be offered to farmers who are disabled, Scheduled Caste, Scheduled Tribes, and the endangered tribes.
  • Encouraging the development of infrastructure for doing the post-harvest management.
  • We offer the subsidies on the inputs to the crops under the Kalia Yojana.
  • Inspiring the creation of many Soil Testing and Quality Control labs in Odisha to boost the agricultural productivity.
  • Promoting the Agri-entrepreneurship in Odisha using the capital Investment subsidies (CIS) till INR 50Lakhs to boost the economy.
  • Amount will be transferred directly to the bank account of the head of the family members.
  • State level committee headed by the Chief Secretary, Government of Odisha and the District Level Committee (DLC), under the chairmanship of the Collector/District Magistrate is created to monitor the execution of the scheme.
  • The financial assistance of Rs.12500 is provided to each landless agricultural household for agricultural associated activities like Mini-Layer Unit, Bee-Keeping, Duckery Units, Fishery Kits, Goat Rearing Unit, Mushroom Cultivation, Fisherman, and Cattle Rearing Units. This will mainly benefit Scheduled Caste/Scheduled Tribes population of Odisha.
  • Undertaking the seed treatment campaigns in every block covering an area of 2 hectares.
  • An execution committee is set up under the leadership of the Principal Secretary, Agriculture and Farmers Empowerment, Consisting of The Secretary, Principal Secretary, and Head of Departments like the Animal Resources, Fisheries, and Water to carry out the smooth implementation of the schemes.
  • 50 lakh farming families will be sheltered under Kalia Yojana.
  • We undertake weekly and monthly maintenance of the crops to prevent it from any disease, or locust attacks.
  • Giving the farm based details through the All India Radio (AIR) stations in Odisha.
  • The maximum loan that can be obtained under the Kalia Yojana is INR 50,000 at 0% rate of interest.

DOCUMENT REQUIREDTOBESUBMITTEDFOR ENROLLMENT INTHEKALIA YOJANA

The Kalia Yojana sponsored by the Government of Odisha needs particular documents for the farmers to get registered. They are as follows:

  • Nativity Certificate.
  • Pan Card attested by the gazetted officer.
  • Voter Id, Aadhar card,Ration card, signed by the gazetted officer of the government.
  • Should have a valid bank account in Odisha.
  • Certificate displaying the financial/revenue source.
  • Applicant’s mobile number.
  • Caste certificate verified by the gazetted officer.
  • Educational qualification documents signed by the gazetted officer of the government.
  • No Objection Certificate of the Bank.

  • Passport Size Photos.

PROCESS FOR APPLYINGTOWARDSTHEKALIA YOJANA

The Kalia Yojana backed by the Government of Odisha is the dynamic scheme to promote the well-being of the farmers in Odisha. The procedures to apply for this scheme are as follows:

  • You must log on to the website.
  • https://kaliaportal.odisha.gov.in/index1.html
  • Farmer must have Pan Card, Aadhar, at time of registration.
  • Farmer must have the bank account of bank in Odisha along with Bank Passbook.
  • Enter the personal details like the Name, Date of Birth, Age, Address, Village Name, District, Pin-code, Site No, Email Address, Mobile Number and others.
  • Please enter the Captcha Code in the applications.
  • Upload the documents in PDF format.
  • Please click on the tab showing the option “Beneficiary List”.
  • You will reach another page showing the option ”Beneficiary List”, where in you can fill in the District, Block and the Gram Panchayat details.
  • After entering all the details, please click on the view button.
  • A page is shown presenting the details about the Grama Panchayats.
  • You will have to click the desired PDF file format and then you need to fill up the Captcha Code, to view and fill the PDF.
  • Click the submit button.
  • The final PDF is created, and it shows up the particulars of the name of the beneficiaries under the Kalia Yojana.

Kalia Barta is an information service established by the Government of Odisha to simplify the broadcasting of information to farmers about Kalia Scheme. Any farmer willing to get details on Kalia Scheme can register by giving a miss call to 1800-572-1122.

INSURANCE COVERAGEUNDER THEKALIA YOJANA

The Kalia Yojana sponsored by the Government of Odisha is the vibrant scheme to endorse the welfare of the farmers in Odisha.

  • Life insurance coverage of INR 2 lakh at a very minimal premium of INR 330, under the KaliaYojana will be offered to all savings bank account holder of age between 18-50 years in Odisha.
  • Government of Odisha will take responsibility of the farmer’s share of annual premium of INR 165.
  • Personal accident coverage of INR 2 lakh at a very nominal annual premium of INR 12 for all savings bank account holder aged between 18-50 years.
  • Out of INR 12 towards premium, INR 6 is the farmer’s share taken by the Government of Odisha.
  • In respect of the above beneficiary, whose age is between 51-70 years, INR 12 towards annual premium is undertaken by the Government of Odisha.

WHAT GOVT EMPLOYEE MUST DO TO EXCLUDE NAME FROM THE SELECTED LISTUNDER THEKALIA YOJANA?

The Kalia Yojana is supported by the Government of Odisha to defend the interest of the farmers and uphold their welfare. If the Government employee by mistake has opted for theKaliaYojana and want to exclude his/her name from the list, then certain steps needs to be followed. They are as follows:

  • The applicant will have to fill the red form and put in the red box.
  • The red boxes kept at the Gram Panchayat Office (GPO), will be opened by the Gram Panchayat Nodal Officer and randomly the forms will be given the serial number.
  • The forms will be entered into an official register to be maintained for audit purposes.
  • The exclusion list is created and the secretary of the GPO will check the correctness of the forms and the Exclusion Lists.
  • Exclusion list is given in https://kalia.odisha.gov.in/index.htmland each agricultural block will be a unique User Id and Password, and data entry is done by the Data Entry Officer and the Deputy Data Entry Officer.
  • After the Exclusion list is generated, the document is printed jointly by the Gram Panchayat Nodal Officer and the Secretary.
  • The copy of the Exclusion list is kept in the office of the Gram Panchayat Office (GPO), for undertaking audit.

WHAT TODOIF THE ELIGIBLE BENEFICIARY IS NOT INCLUDED IN THE NAME LISTUNDER THEKALIA YOJANA?

The Kalia Yojana is supported by the Government of Odisha to defend the farmers and sustain their welfare. If the beneficiary details are missing, certain steps have to be followed.

  • The applicant will have to fill the green form and put in the green box.
  • The green boxes are kept at Gram Panchayat Office (GPO), and will be opened by the Gram Panchayat Nodal Officer (GPNO) and the forms will be given the serial number at his/her discretion.
  • After giving the serial number/registration number by the GPNO, the forms will be entered into the register.
  • The GPNO along with other senior officials will check the complete form and make sure it is filed correctly.
  • After doing all the verification, the Gram Panchayat Office (GPO), will release the Draft Green List (DGL).
  • The DGL will be generated through the web portal of Kalia and each user id will be unique and the data entry is done by the Data Entry Officer and the Deputy Data Entry Officer.
  • The data entry is done by the Data Entry Officer and the Deputy Data Entry Officer as per the details given in the form.
  • Print out of the DGL will be generated and jointly signed by the Gram Panchayat Nodal Officer and the Secretary.
  • The copy of the Draft Green List (DGL) is kept in the office of the Gram Panchayat Office (GPO) for audit purposes.
