Maharashtra is the front runner in industrial expansion in India with world class infrastructure organised with rewarding industrial policies and comfort of doing business enterprises. The state is home to numerous global brands and witnessed extraordinary technological advancement in the industries, thus attracting several innovative enterprises and start-ups in countless upcoming technology arenas like the BT, Automobile, Defence, Jewellery, Research and Development, IT and the IT Enabled Services including growth of Industry 4.0.
The State is also a forerunner in agro and food processing industries with highest exports from the state it has truly become any investor’s most preferred destination. Major reforms are being executed supporting its steady growth towards becoming third largest economy of the world.
Maharashtra wishes to be a topmost contributor in India’s economy, by strengthening its number one position in India and the concept of “Magnetic Maharashtra” brand with its progressive vision immersed on accelerated industrial growth and sustainable development. The Maharashtra Industrial Policy was started in the year 2019 and will continue for next 6 years and expects to make the state a leading commercial hub in India.

To make Maharashtra the main centre of global investment, manufacturing and the technology hub leading to enhancing the justifiable development and make a difference to the lives of the people.
MISSION
To make Maharashtra the topmost state in the country, by expanding manufacturing ecosystem, complemented by the luxury of doing business thereby evolving it into a favoured destination for global business tycoons and investors, resulting into largest employment creating state with well-balanced local, national and international growth, by 2024.
OBJECTIVES
The Maharashtra Industrial Policy is armed with objectives and they are given below as follows:
- We believe in enhancing the investment through the sector specific promotion policies with emphasis on economy.
- Creating an interaction between academia, industries and the government.
- Give the incentives towards improving the Research and Development in established industries and the start-ups.
- We encourage the setting up of the State Level Councils to promote the exports and enhance the business in the state.
- To promote the enhancement of agricultural produce and enhance the income of the farmers.
- Facilitating the comfort of doing the business through the use of Single Window System – MAITRI to make it a single point for the delivery of the services.
TARGETS
- To achieve the manufacturing growth to 15% in Maharashtra state and achieve the lion’s share of the GDP.
- We must attract the investment worth INR 10 lakh Crores by 2024.
- To enhance the employment opportunities for 50 lakh people by the year 2024 and make a difference in their lives.
ELIGIBILITY CRITERIA
The Maharashtra Industrial Policy has certain eligibility criteria to be fulfilled and they are as follows:
- We give exception to the 100 % export oriented MSME, BT and IT Units for the next 7 years.
- The subsidies under this policy are offered for 3 years from the date of beginning of the commercial operations in the state.
- 100% Stamp Duty Exemption within the investment period for acquiring the land including the Lease Rights, Term Loans and Sale Certificates.
- Subsidies at the rate of 5% per annum up to the maximum value of electricity consumed and the bills paid for the year.
- Investment promotion subsidies for the State Goods and Services Tax (SGST) will be paid by units on the first sale of the eligible products billed/delivered to the same location within the state of Maharashtra.
FEATURES
The Maharashtra Industrial Policy was started in 2019 with the intent to boost the economic set up of the state of Maharashtra. The features of the policies are given below as follows:
- We stress on developing the state of art infrastructure by proposing helpful business environment in the state.
- To sustain the highest level of employment generation to be done through the MSME.
- Land earmarked for public health facilities at MIDC Industrial estates will be developed by the departments and the hospital facilities for the employees ESIC (Employees State Insurance Corporations) will be offered on priority basis to various industries in the state.
- State government units like the Department of Industries, Government of Maharashtra will promote the establishment of industrial clusters in the state along the outlines of Maharashtra Samruddi Maha marg, Bharat mala and Sagar mala plans.
- Land owned by the state government or organisation affiliated with the state government required by MIDC, is made available at no cost.
- Establishing the institutional support systems for MSME to assist the Technology Absorption and Distribution, Logistics, Training, and the Market Analysis among others.
- We offer superior fiscal incentive to the industries of high importance including industries pioneering the emerging technologies.
- Promoting the rise of skilled workforce and ensure the faster coordination between the technical institutes, skill development institutes and other technical institutes.
- Resolve the critical infrastructure issues like the dedicated power facility, power feeding facility, last mile road connectivity, and effective water supply to the industrial units to avoid any deterrents.
- To offer the incentives for infrastructure in industrial complexes for MSME, Women, Differently-abled and SC/ST entrepreneurs in the state.
- Supporting the Sick/Closed Units in Maharashtra and encouraging recovery plans.
- Created the Land Banks across the state to accelerate the huge investments of INR 10 Crores with the help of Maharashtra Industrial Development Corporation (MIDC).

MAITRI
The Maharashtra Industrial Policyalso boasts of the MAITRI, a wonderful initiative undertaken to boost the industries in the state. It is perfect in facilitating the permissions, clearances, and offering the licenses to the companies to boost their business growth and development. They work in close tandem with the state government in organising and participating in Various Fairs, Summits, Road Shows, and Exhibitions andan ultimate platform to promote the brand “Maharashtra”.
The particulars of the MAITRI are given below as follows:
- The services includes the licensing, permissions, method to set up units, infrastructure for the companies, orders, rules to set up/operate the industries.
- It is made operational at regional and local levels and price is borne by the concerned department about activities like complaints received.
- Development commissioner of the ministry of industries will review the issue relating to Maitri.
- They will be powered with the Right to Services Act, where in the powers will be allotted by separate laws relating to the Maitri Cell.
EXPORT PROMOTION INITIATIVES
The Maharashtra Industrial Policy is formulated to enhance the growth of various industries like the Pharmaceuticals, Hardware, Automobile, Gems and Jewellery, Machine and Equipment, IT, Iron and Steel, Agro foods and other segment in the economy.
The government stressed on the need to have the Export Promotion Councils in the state to promote export oriented line of business to boost the economy. The council will be headed by the CM and Minister of Industry. The key activity includes:
- Carry out interaction with the domestic and global investors, government agencies and international communities.
- Preparing the roadmap for export related activities in the state.
- Address the concerns of the export units and provide assistance.
- Facilitate the process of brand development by doing advertisement of brands from the state at national and international levels.
- Enhance the export promotion activities through Conferences, Workshops, Trainings, Webinars and Seminars.
- Provide assistance to various exporters, institutions and associations in the state to organise exhibitions to promote their products.
- To promote and support the small and the new MSME to create new products and markets and sending samples to foreign buyersto become future partners.
- Sponsoring the Export Promotion Awards to encourage the companies to achieve excellence and do well in their sectors.
- Setting up more Testing and Quality Certification Laboratories in Nagpur, Pune, Jalgaon, Aurangabad, Kolapur, Sangli, Solapur, and Ratnagiri.
- 50%assistance of the project cost including the capping of INR 5 Crores will be given in the form of aid for the first 12 laboratories in the state.
SPECIAL INCENTIVES
The Maharashtra Industrial Policy is having special incentives to boost the growth and development of business establishments. They are:
- Special incentives for industrial units in Marathawada, Vidharbha, Sindhudurg and Dhule.
- Industries in Naxal affected areas like Chandrapur, Gondiya, Yavatmal and Bandara get relaxations.
- Lot of discount including subsidies is offered to MSME and other projects small and big.
- 20% of land areas are given to SC/ST entrepreneurs and 5% to the persons with disabilities.
- Monetary support will be given to entrepreneurs willing to set up mask, hand-sanitizer and oxygen making plants during COVID-19 crisis.
UDYOG AWARDS
The Udyog awards are encouraged under the Maharashtra Industrial Policy to boost the setting up of business and industrial units. They play a key role in skill building, encourage employment and enhance GDP contribution of the state to the nation.
This policy will felicitate the business houses/industries/plants/establishments and 10thMarch is celebrated as the Udyog Diwas in Maharashtra.
