Gujarat is the fastest growing states of India. Situated on the western coast of India, Gujarat is one of the most progressive states of India on the agricultural sector. Infused with a practical, farsighted outlook, the Government of Gujarat has stressed on the development in various spheres especially the farming community and agriculture driving the state towards progress.

This state is gifted with lavish natural resources in terms of River Systems, Excellent Soil, Fertile Land, and Climatic Conditions, encouraging the growth of agriculture and its produce in a logical manner.

The state has adopted a new pattern of progress with the strategic development of the key sectors like Energy and Agriculture for which it has achieved double digit growth rate since 10th Five Year Plan period.

There is support in terms of small and medium scale industries assisting the farmers by purchasing the product and, most expressively encouraging the enterprising people and appreciating their know how and technical talent. These advan­tages contribute meaningfully to Gujarat’s vibrant agricul­tural sector.

The Gujarat Agricultural Policy of the Government of Gujarat has been good in increasing the production of crops and makes the state self-sufficient and encourages the export of the agricultural produce.

OBJECTIVES OF THE GUJARAT AGRICULTURAL POLICY The objectives of the Gujarat Agricultural Policy sponsored by the Government of Gujarat are given below as follows:

  • Implementation of policies and programmes aimed at achieving rapid agricultural growth through optimum utilisation of Land, Water, Soil and Plant Resources of the State.
  • Establishing the methodical farmer synchronisation in accomplishing and giving the technological know-how to the farming community.
  • Motivating the farmers to reduce the use of pesticides and regulate the environmental pollution with acceptance of Integrated Pest Management.

VISION OF THE GUJARAT AGRICULTURAL POLICY

We stress on concentrating towards process of achieving the Independence Rural prosperity using adoption of the Scientific Agricultural and Related practices for production of food grains and other crops in the state to protect the interests of the people and promote their welfare.

MISSION OF THE GUJARAT AGRICULTURAL POLICY

To strive for increasing productivity and total volume of quality production through an united method for Infrastructure Development and Extension Services in the Organisations, Rural areas, Government Developments, Capability Building of the Community.

FEATURES OF THE GUJARAT AGRICULTURAL POLICY

The features of the Gujarat Agricultural Policy proposed by the Government of Gujarat are given below as follows:

  • Inspiring the farmers for converting the land areas from traditional crops to commercial crops in the state.
  • To ensure that the technologies available in Gujarat is immediately available to large section of farmers within short duration.
  • Utilising the rain fed water and other ground resources to achieve highest yield per hectare and carrying out the water harvesting.
  • Watching the soil health and testing of nutrient level of soil samples collected from farmer’s fields across Gujarat.
  • To arrange the usage of various inputs like the Seeds, Fertilisers, Pesticides, Implements, Effective Irrigation, and purchasing the crops at reasonable rates with increased quality.
  • The agricultural policy of Gujarat plays a major role in the empowerment of the women in the state.
  • Educating the farmers on soil and water conservation know-hows through implementation of watershed projects.
  • To make sure that timely credit facility and effective credit payment is done by farmers in Gujarat.
  • Undertaking various measures to provide crop insurance, agricultural credit and benefiting the farmers in getting remunerative returns for their produce.
  • To enhance the crop production by using the micro-organism management controls and foreign technologies.
  • Conducting surveys for collection and maintenance of a wide range of statistical and economic data relating to agriculture, required for development planning.
  • Improvement of nutritional standards and quality of life of the rural people of Gujarat
  • This removes the agony of the rural poverty in the state.

ELIGIBILITY STANDARDS FOR ENROLMENT IN THE GUJARAT AGRICULTURAL POLICY

The standards required for the enrolment under the Gujarat Agricultural Policy estimated by the Government of Gujarat are given below as follows.

  • Applicant must be the native of Gujarat State.
  • Applicant should be from rural areas and semi-rural areas of Gujarat.
  • Applicant should be above 20 years of age.
  • Applicant must be educated and cleared the Matriculation Examination given by the Central or the State government.
  • Any course taken by the applicant to improve his skills in agriculture is a comfortable bonus.

DOCUMENTS MANDATORY FOR ENROLMENT IN THE GUJARAT AGRICULTURAL POLICY

The documents needed for the enrolment under the Gujarat Agricultural Policy launched by the Government of Gujarat are given below as follows.

  • Address Proofs like the Electricity Bills, Telephone Bills, and the Property Documents.
  • Qualification details of each farmers.
  • Nativity Certificate attested by the Gazetted officer.
  • First and Last Page Xerox of the Bank Passbook from the bank belonging to the state of Gujarat.
  • Attested copies of the invoices signed by the gazetted officer.
  • Certificate of the government recognised institution stating that the applicant has done course in agriculture.
  • Xerox copies of Aadhar, PAN Card, Ration card, and Voter Id, signed by the gazetted Officer.
  • Date of Birth Certificate attested by the gazetted officer.
  • Income and Expenditure details updated till date of submitting the application.
  • No Objection Certificate from the recognised bank in Gujarat.
  • Caste certificate attested by the Gazetted officer.

PROCEDURE FOR APPLYING FOR GETTING BENEFITS UNDER THE GUJARAT AGRICULTURAL POLICY

The procedures for applying for receiving the benefits under the Gujarat Agricultural Policy proposed by the Government of Gujarat are given below as follows:

  • You must take the application form and fill the form and then submit it to the Block Development Officer (BDO) at the Taluk or Village Panchayat levels.
  • The application form is studied by the technical committee of the respective Villages and Taluks.
  • The District Development Authority of the agriculture department of Gujarat will scrutinise all the documents submitted and decide whether to accept or reject the application.
  • They will connect with the Block Development Officer, if they require any more documents for processing the application.
  • The Block Development Officer (BDO) will contact the farmer and give details about the policy, sanctioned or not sanctioned.
  • The farmer will have to submit the document asked within 10 business days in order to be worthy towards this scheme.
  • The farmer needs to wait for 30 days to be a part of the scheme and start getting the benefits.

TRAINING FOR THE FARMERS UNDER THE GUJARAT AGRICULTURAL POLICY

The Gujarat Agricultural Policy is good in offering direct and indirect employment to large share of population in agro-based occupations. Thus, prosperity and wellbeing of people in Gujarat is closely linked with agriculture and associated activities.

The state is divided into many zones based on the features of their agriculture and climate. Gujarat is gifted with plentiful natural resources in terms of diverse climatic conditions, soil, and varied cropping pattern suitable for agricultural undertakings.

The farmers are encouraged to have the scientific methods of cultivation compared to the traditional methods.

There are two types of plans namely the---

WORK PLAN YOJANA: The unique kind of training, where in there is lot of study tours, analysis and practical trainings done by the agricultural experts to boost agricultural productions.

  • Under the institutional training there is a five day training organised by the Farmers Training Centres each year in agricultural segments.
  • The selection of the trainees is done with the assistance of the Village Level Workers and various government workers and organisations.
  • Study tours are undertaken to various rural areas in the state to get complete exposures on the techniques to boost the agricultural growth and development.
  • Farmers from various walks of life are included like the SC, ST, OBC, General, Marginalised farmers and others in Gujarat.
  • During the training under this scheme, trainees are given INR 100 per day as stipend and one day travelling expenses from the Native place to the Farmer Training Centres in Gujarat.
  • The farmers are also given an Agricultural Kit for their daily works.
  • Amazing skillsets in the field of the Land and Water Conservation, Agricultural Loans, Cooperative Societies, Fruit Preservations, Home Science and others are taught to the farmers.

NON WORK PLAN YOJANA: There is an institutional training along with the seasonal training, coupled with the forums for discussions and Krishi Mela organised in order to enhance the cultivation of various crops in the state of Gujarat.

  • Five day training are organised by the Farmer Training Centres for each year.
  • 25 Men and Women will be selected from a group of 4 villages for the training.
  • Identification and selection is done with the help of the Extension officials and Village Level Officers
  • All the farmers like SC, ST, OBC, General and the Endangered Tribal of Gujarat is invited to be part of this scheme.
  • The trainees are given INR 90 on a daily basis as stipend by the Government of Gujarat and providing the one day expenses to and fro from their native place to the Farmer Training Centres in Gujarat.

Gujarat is praised for its agricultural development which was led by the various segments during the nineties especially after the economic reforms.
