Entrepreneur Support Schemes (Ess) By Kerala Government

Entrepreneur Support Scheme (ESS)is the principal scheme introduced by the Kerala government to substitute and combine old scheme for the expansion of entrepreneurships in the state. It makes the youth from being the job takers to job makers and creating difference in their life in particular and society in general.
Entrepreneur Support Scheme (ESS) plays a strategic role in creating huge employment at lower capital and helps in industrialization of urban, semi urban and rural areas in Kerala.

Economy of Kerala is gaining lot of thrust in the coming years. Kerala is one of the few states to advance its natural beauty in the tourism sector. The superior players among the industries have unique position to become global players and attract partners both domestic and foreign.

Entrepreneur Support Scheme (ESS) was launched with following objectives:

  • Helps in proposing support to micro, small and medium industries.
  • Support to entrepreneurs having flexibility in using funds and operations.
  • Keep up to date with the cutting-edge trends in becoming entrepreneurs.

Procedure to apply for ESS

You need to fill the application form and it will be sanctioned by the General Manager DIC (District Industries Centre) for the start up support. The team of the DIC will verify all the original documents and sanction the amount, give training to up skill the person.

All the substantial assists relating to Entrepreneur Support Scheme (ESS) will be done by district level committees and the state level committees. District level committees will approve the amount below 20 lakhs and State level committees sanction amount above 20 lakhs.

Document required:

  • Application forms (Annexure III duly signed by applicant).
  • Receipt of the application fees.
  • Estimate certificate from Electrical Engineer.
  • Copy of the Voter ID, Passport, Ration Card, Driving License of the promoters.
  • Nativity Certificate.
  • Estimate certificate from Civil Engineer.
  • Consumer card of KSEB (Kerala State Electricity Board) with last 3 months electricity bills.
  • Copy of the project report attested by financial institution.
  • Recommendation letter of financial institution.
  • Caste certificate.
  • Property documents like sale/title deeds.
  • Self-attested copy of invoices with proof of payments.
  • Balance sheet of the last 3 years attested.

Eligibility for Entrepreneur Support Scheme:

  • Should not be associated with other state governments.
  • Must be above 18 years of age and above.
  • Living in Kerala for more than 3 years.
  • Must have Aadhar, Pan Card at time of registration.
  • Performa statement along with application required.
  • Certificate from owner that he/she does not have any link with other large scale or associated units in Kerala or other states.
  • Must be the resident of Kerala for not less than 3 years.
  • All property documents, electricity installation documents must be produced.

ESS scheme helps entrepreneurs:

  • We do the investment in the field of Land Buildings, Plants and Machinery, Electrifications, Office Equipment, Pollution Control Devices, other Fixed Assets.
  • Assistance is 15% limited to 20 lakhs for the General Category.
  • SC/ST Entrepreneurs gets assistance limited to 30 Lakhs.
  • Companies opening in districts like Pathanamthitta, Malappuram, Kasargode, Wayanad and Idukki are perfect for getting 10% support limited to 10 lakhs.
  • Industries getting established after obtaining technology from approved organisations are best for receiving additional support 10% limited to 10 lakhs.
  • Total eligible assistance is restricted to INR 30 lakhs.
