To make Karnataka, a vital part of the global supply chain and create significant labour land and regulatory reforms to forecast reforms and to ensure, worthy access to factors of production like the Skilled Labour, Land, Finance and Comfort of Doing Business.

Karnataka must achieve superior/concrete growth through the investment in capital, transfer of technology, research and effective infrastructure as per Make in India guidelines that is supreme and world class.

ELIGIBILITY CRITERIA:

  • Companies registered in Karnataka under Karnataka Commercial Establishment Act of 1961.
  • At least 50% of the workforce must be the locals.
  • The company must be in the arena of manufacturing and design of products like the Mobiles, IT Systems, Telecom Systems, Medical Electronics, Industrial Components, Defence and Strategies, Automotive, Information and Broadcasting equipment’s,and Hardware/Consumer Electronics.
  • Must be in the line of business for at least 3 years to avail ESDM.
  • Products and activities covered under the ambit of National Policy of Electronics 2019, sponsored by the government of India like the Scheme for Promoting Manufacture of Electronic Components and Semiconductors (SPECS) and Production Linked Incentive Schemes (PLI) for large scale manufacture of electronic items.
  • They must deal with the Semiconductor manufacturing and design of IC, Motherboards, Chip Components, and Printed Circuit Boards (PCB) brought under the sphere of Karnataka ESDM.
  • Manufacture the Light Emitting Diode (LED), Microprocessor, Fuse, Relays, Motors, Switches, Circuit Breakers, Electrodes, Transformers and assembling them as per Make in India Campaign.
  • Electronic and manufacturing should consist of the software devices, IP, for the electronics products covered by the Karnataka ESDM Policy from 2018-2024.

INCENTIVE SCHEME:

The incentive scheme under the Karnataka ESDM (Electronic System Design and Manufacturing) Policy is presented under the policies of the Government of India. Companies taking incentives underESDM cannot take same incentives under other sponsored schemes of the Government of Karnataka. Any wrong information furnished by the company will exclude from utilising the resources under this scheme.

Most of the incentive schemes, sanctioned to the company under the ESDM (Electronic System Design and Manufacturing) will not surpass 100% of the value of the fixed assets. They are in the form of land, power, machinery subsidy, production and R and D linked incentives in Karnataka.

Let us take the case of Integrated Circuits, if the fixed asset is INR 600Crores, the incentives will be capped at 50% of the fixed assets.

Employment Criteria:

  • Person must be born in Karnataka.
  • Must have completed diploma/technical degree from ITI or graduation from a recognised university approved by Government of Karnataka.
  • They must not include the contractual employees.
  • Must be within 40 years.

HOW TO APPLY FOR ESDM?

In order to do the registration at ESDM (Electronic System Design and Manufacturing) in Karnataka and reaping the benefits, you must attach supporting documents. The documents are given below as follows:

  • Lease deed agreement of the company.
  • Newly incorporate companies must produce CA approved detailed project reports on the business dealing with financial projections for the next three years.
  • Letter on the company letter head giving details about the value additions done by the company in Karnataka state.
  • Certificate of Starting of Business.
  • Partnership Deed.
  • Trust Deed.
  • Copy of Patent Grant.
  • Bank Passbook copy.
  • Statement of the accounts showing expenses.
  • Power of Attorney.
  • Registration Certificate from Registrar of Firms/Societies.
  • Certified copy of the Memorandum and Articles of Association.
  • Certificate of Incorporation.
  • A brief note on the activities of the company in ESDM (Electronic System Design and Manufacturing).
  • Document showing address of the employees with documents like the Aadhar, PAN Card and Residential Certificates.
  • Document showing the Details of the Owner, Promoters, Directors, Key Executives Running the Company in Karnataka.
  • Technical team will review all the documents and do the physical verification.
  • The registration certificate of the ESDM (Electronic System Design and Manufacturing) is issued to the company and it gets operational.

APPROVAL COMMITTEE:

The approval committee under ESDM involves, representatives of KBITS, Industry experts and external consultants, chaired by MD of KBITS (Karnataka Biotechnology and Information Technology Services). They make amendments, reviews and augmentnew additions to ESDM.

The committee meets once in 3 months to study all concerns and the decision of the approval committee is final while sanctioning the amount. It works in tandem with technical and associated committeesunder ESDM. The reimbursement will be released based on first cum first serve basis, depending on the guidelines given by the Government of Karnataka.
