Assistance Scheme For Handicrafts Artisans (Asha)

ASHA (Assistance Scheme for Handicrafts Artisans)substitutes the existing “Entrepreneur Assistance Scheme in Handicrafts” and supports in bringing the artisans in the handicraft sector to get financial aid. It is impacting the lives of artisans in Kerala in many ways.
Objectives of Asha scheme are:
- Offering one time aid to artisans in Kerala to create micro industries and make difference in their lives.
- Easy access to rural, urban and the backward areas of Kerala.
Following assistance is provided under Asha Scheme
- Support is extended as back end financial support in grant to the artisans in Kerala, after filing the EM Part II and Udyog Adhar.
- 40% of the expenditure on the Fixed Capital Investment (FCI) for 2 lakhs and 50% of expenditure on FCI for women.
- It includes cost of Making Workshop, Machinery, Technology Transfer, Design Development and Electrifications.
- SC, ST and young artisans subject to the ceiling of INR 3 lakhs will be given importance.
- No fee is charged.
- Principal element of the Fixed Capital Investment includes the cost of making Equipment’s, Workshop, and Electrification.
- Artisans have to apply in different formats with copies of the bills, and invoices as per the investments requested.
- Amount will be authorised by the bank designated for Artisans under the Assistance Scheme for Handicrafts Artisans.
Procedure to apply for Assistance Scheme for Handicrafts Artisans(ASHA) scheme
The application form filled must be sanctioned by the General Manager (District Industries Centre) for the start up support.
The team of DIC will verify all the original documents and sanction the amount, give training to up skill the person and make him/her competent in handicrafts segment.
The General Manager and the District Level Officer of the District Industries centre will be the sanctioning authority. Developmental Commissioner Handicrafts will be part of the team to supervise all the proceedings. Amount will be given by the approved bank in Kerala, recognised by the ASHA (Assistance Scheme for Handicrafts Artisans).
The aspirant has to submit the form to the District Level Handicraft Project Appraisal Committee along with relevant documents. The authority will inspect all the documents and verify them. If any information is not found, they will ask aspirant to return the form within 10 business days. Amount will be distributed to the artisan within 30 days of the receipt of the application.
Eligibility to apply under Asha scheme
- Male and females above 18 years of age.
- Living in Kerala for not less than 3 years.
- Aspirant must be enrolled as an artisan, under the Development Commissioner, KELPALM (Kerala State Palmyra Products Development and Workers Welfare Corporation Limited), KADCO (Kerala Artisans Development Corporation) and others.
- All the Micro enterprises involved in the handicrafts sectors; filed details under the Entrepreneurs Memorandum, Part II will be eligible for assistance.
Following documents are required to apply under Asha scheme
- Copy of Voter Id, Passport, Ration card, and DrivingLicense signed by the gazetted officer.
- Birth Certificate attested by Gazetted officer.
- Attested copy of Aadhar and Pan Card.
- Certificate of Tools, Machinery and Accessories.
- Source of finance.
- Nativity Certificate.
- Valuation certificate of the Civil engineer.
- Caste certificate attested.
- Project report attested.
- Valuation certificate of the Electrical engineer.
- Attested copies of property, invoices, and bills.
- Certificate from the research institute stating the technology is new.
